The Study Of Reforming And Designing Of Network Maintenance Of Dongguan Telecom During The Strategic Transition

Seeing that the existing commercial mode does not sustain the further development of group of China Telecom effectively and steadily anymore, the group of China Telecom released" The Instruction on Implementing the Enterprise Transition in Terms of Strategy " in September of 2005, which demanded that China Telecom has to make the transition from traditional basic network operator to modern integrated information service provider. Facing the challenges during the progress of self-refining and the current status, Dongguan Telecom has made the short-term and long-term goal of transition, and indicated explicitly the concrete work of the transition and launched the corresponding work on this basis. As a system engineering, making the transition involves the change of the direction of the whole business. As a back support the department of network maintenance has to make transition of itself in order to guarantee the transition of the entire system successfully, which meets the demanding of the transition and meanwhile accelerates its own development.This article adopts the research approach of individual case analysis based on modern management theories, making every effort to accomplish the combination of theory and practice, the combination of quality analysis and quantity analysis. To ensure a smooth strategic transition and a sustainable development Dongguan Telecom puts forward an applicable scheme of network maintenance reform according to the current status of Dongguan Telecom after analyzing administration structure, the procedure of management, performance reviewing policy and human resources management. First, the article analyzes the current Status of network maintenance of Dongguan Telecom, and then proposes the corresponding tactics of reform based on the existing problems, indicates the items, which need to be reformed to meet the requirement of transition strategy. This article analyses in depth the existing problems at the administration structure, management procedure, IT support, staff performance reviewing system and merit raise policy, human resources etc. of network maintenance of Dongguan telecom, explains the essential idea of the corresponding reform scheme, the essence of reform and concrete steps.
