Market-directed economy is actually a competitive economy. On the upsurge of market-directed economy China Railway Telecom is built up very late. Its mechanism and management are backward accordingly. It faces various difficulties, such as over-personnel, heavy burden, insufficient new business field, low working efficiency and inflexible mechanism, as well as difficult in facing varying market. The problems are specially embodied in operation management. How to keep the network management adapt to the idea" Market as leading, customer as key"? How to establish a full set of network maintenance available for China Railway Telecom's status? That is the topic which I am seeking for and study in my thesis.Firstly, I start with analysis on China Telecom's reform, development of other countries' railway telecom and background of China Railway Telecom; Secondly I introduce the theory of management involved; Thirdly I use the practical experience of China Telecom and China Mobile Corp. for reference, to analysis how can Railway Telecom establish its high efficient management and scientific evaluation system, providing with my strategy in network maintenance and management. I also integrate the status of China Railway Telecom and give feasible principle, ideas, advice and solution.
