The transition of resource-based cities has become an irreversible trend. The transition of resource-based cities is to achieve the transformation of industrial and urban re-urbanization. In this process, government participation is essential. For the transition of resource-based cities, government is needed to play its role in the process of innovation.The first part is introduction. The background of this article is the transition of resource-based cities and building a service-oriented government. The foundation of this article is Development Economics, New Economic Growth Theory and New Public Management Theory. Based on the research synthesis of resource-based cities on the transformation studied by Scholars at home and abroad, the main content in this paper is what government should do in the process of the transition of resource-based cities.The second part is the research of the problems existed in resource-based cities in our country. The industry and urban problems, two aspects of problems existed in resource-based cities, are analyzed in this paper. The industry problems existed in resource-based cities are low economic effectiveness, irrational industrial structure, a serious waste of resources, etc. The urban problems are double attribute of the cities, dual of management system, serious environmental pollution, etc. All of those are the reasons why resource-based cities transit.The third part is the idea of the transition of resource-based cities in our country. The problems existed in resource-based cities are caused by unreasonable industrial development of resource carried in the planned period. Therefore, the transition of resource-based cities should be based on the premise formulating industrial development strategy, adjust and optimize industrial structure, improve industrial policy, achieve sustainable development during the transition; during city management, it can provide a quality environment for industrial transformation. The forth part is the necessity of government involvement in the process of the transition of resource-based cities. The requirement of government involvement in the process of industrial structure adjustment is determined by strong scheme of resource-based cities and specificity of resource-based industries. There are restrictions on technology and system existed in the process of industrial structure adjustment in resource-based cities; in order to resolve these, it requires innovation of government. In order to avoid market failure in the process of industrial structure adjustment, it requires government involvement. In order to afford the cost of industrial restructuring, it requires government's support.The fifth part is the exploration of government's actions during the process of the transition of resource-based cities in our country. Based on empirical analysis of the successful transformation of Germany's Ruhr industrial area, this paper sums up the experience of the German Government for reference. In order to achieve the transformation of resource-based cities smoothly, government should change its functions to be a service-oriented government; at the same time, government should rationalize the responsibilities of local and central governments, ensure the success of the transition of resource-based cities by various kinds of finance and transfer payments policy.
