Study On The Government Behavior In The Transformation Of Resource-based Cities

The resources city is the type that in whose own region, the natural resources suchas mineral, forest mining process as the leading industry. The economic development ofa nation cannot leave with the development and utilization of the resources, as resourcescity will be built up again and again. But, now urban development meet unprecedentedpredicament such as exhaustion of the resources, changes of economic system,increasing unemployed population, local financial difficulties, industrial structureimbalance, the deteriorating environment. The development of resources cities has notto be ignored. And the only way to sustain the development is the city transformation.While, in the process of transformation, the role of the government is particularlyimportant. In the environment of our country’s "big government, small society", thedecision-making of the public management from the government directly determine ifthe transformation will be get out of the trouble.In this paper, Chongqing Chongqing District of Wansheng Economic DevelopmentZone which is the typical western resource-exhausted city is the object of study,using the methods of quantitative and qualitative combination. First of all, the paperexplores the meaning and characteristics of the resource-based cities, and from therelationship between the transformation of resource-based cities and governmentintervention as the starting point, analyze the non-renewable of resources, the law ofresource-based city development, the shortcomings of market economy andGovernment function and responsibility from four aspects to get the necessity of thegovernment intervention in the transformation of resource-based cities. Secondly, takingmore foreign successful resource-based cities as the case, this paper focuses on thepositive experience of the public administration of the government in the successfulresource-based cities, in order to provide reference for the government. Thirdly, takingChongqing District of Wansheng Economic Development Zone as an example, thispaper analyses the Present situation deeply what is the area facing the weak, slowdevelopment, the heavy burden and the opportunity; Finally, with the WanshengEconomic Development Zone actual situation, taking the suggest of the publicadministration of the government in the progress of the transformation ofresource-based cities from macroscopically and microcosmic.： first, seize theopportunity of the zone as a transforming pilot, and fight for the central and municipal government policy support; second, innovation will be the power source of thetransformation and drive economic structure to coordinate development in the round;third, develop energetically the substitution industry and transform the traditionalindustries; fourth, take the infrastructure and ecological environment construction in astrategic position; fifth, the employment will be a important problem in transition topromote industrial transfer; sixth, make social security system more completely andensure the social stability; seventh, deepen the reform of property right system andestablish the modern enterprise system; eighth, strengthen the construction of “soft”environment and improve the quality of government service in order to let theChongqing District of Wansheng Economic Development Zone develop again andprovides a reference for the development, construction and transformation of thewestern city of resource-based city.
