The Establishment Of The Scientific Management Of The Internal Control System In China Customs

China Customs, which has the duty to supervise the foreign trade, should adapt the development and change of modern enterprises, innovate supervising mode. So far, many sweeping reforms of operation modes in customs have been made to meet the need of new situation, but these are not yet enough. The reform of enterprise management systems could not keep pace with that of operation mode, leading to the former being out of touch with the latter in China Customs. Undoubtedly, the reform of enterprises management systems is inevitable. Based on the principles and requirements of the reform of management systems, I will in this thesis discuss the problems in the current management systems, the conflicts between the management modes and operation modes, and try to apply the theory of Total Quality Management to the management systems to solve these problems. As a result, the notion of the scientific management of the internal control systems is proposed, and the index system is established in the light of the operation mode.Six parts are included in the thesis. The first part introduces the background, motivation and meaning of the topic, as well as the framework of the whole paper in concise words. The second part describes the organizational structure of China Customs, the current status and future of the operation mode, then analyzes the management systems at present, last digs out the conflicts between enterprises management systems and operation mode. The third part demonstrates comprehensive branched-chain management theory, which inspires the establishment of the scientific management of the internal control systems. The fourth part is dedicated to expatiating the principles and notion of the construction of the scientific management of the internal control systems, focusing on the design of index systems in light of the specific business. The fifth part, with the scientific management of the internal control systems as a platform, puts forward the requirements of positioning of system and operation security, which helps to establish the scientific management of the internal control systems ultimately. The last past is the conclusion of this thesis. In conclusion, the scientific management of the internal control systems is effective ways to resolve the contradictions between enterprises management systems and operation mode, and a feasible option to set up intelligent customs.
