The emergence and transfer of rural surplus labor is an inevitable result of social and economic development. The existence of mass rural surplus labor is causing great waste of human resources, and is bringing trouble to the prosperity of economy and stability of society. My study mainly focuses on how to reduce urban-rural gap by increasing farmers' income via the transfer of rural surplus labor. Baoji is an important industrial base in western area of China. By studying the transfer of rural surplus labor in this region will not only promote the economic development of it but also will serve as a reference for other places in western area of China.This paper is based on relevant material in Baoji region since 2001 and system approach, qualitative and quantitative approach and social survey are used in it. The outcome shows that rural surplus labor in Baoji region has the features of huge size, high proportion, great geographical differences, increasing female labor involved, low quality and backward idea. In the process of transfer, we may have difficulties in the following aspects: the spreading scale, growth slowdown, great geographical differences, simultaneous jobs, organization enhanced, more discrimination in employment, and difficulties in better work performance. The main problem in the process of transfer is the rigorous situation in macro employment and less effect from the government. In the future for better transfer, we need to develop regional economy, control population growth, improve the population quality, strengthen government function and boost urbanization process and eco-migration.
