Local transfer of rural surplus labor accompanied by the local 90's rise of township enterprises develop rapidly, apart from the flow of surplus labor in the western region into the developed eastern region, mainly in the implementation of employment within the western region. In this paper, the local transfer of rural surplus labor force as the focus of the study, make use of push-pull model to anlalyze the push and pull actors in the course of the local transfer of rural surplus labor force in western region.on the basis of analyzing the data and the experience of developed areas,at last, make recommendations on choosing the path of the local transfer of rural surplus labor force:in reponse to the requirements of industrialization and industrialization of agriculture in rural areas in new rural construction ,deepen the industrial restructure in the rural areas, reform the traditional mode of agricultural production in order to improve the deep processing of agricultural, so agriculture can create more internal job opportunities; take the gradient transfer of industries in the eastern region , actively promote the adoption of township enterprises in rural areas as the carrier of the secondary and thirdary industries and the county economy development , further urbanization,by the expansion of rural industrial enterprises in scale and the development of labor-intensive industries, realize the optimization and upgrading of industrial structure, enhance the rural secondary and tertiary industries and township enterprises absorb rural surplus labor force ; vigorously develop rural areas education, aim at improving the quality of the rural labor force and improve their work skills so that the rural labor force in rural areas have more chances to employment; the adoption of the policy and reform measures to achieve internal stability in rural areas in absorbing rural surplus labor force results.
