The Research On Distribution Characteristics And Forming Mechanisms Of Idle Land

With the rapid development of social economic, land market is becoming more and more active in recent years, and so is real estate market. Accompany with the development, a large amount of land leave unused and wasted so as to the land vacancy is becoming the focus of government and the national people. The research organized by the Ministry of Land and Resources has showed that, until the end of 2004, the total idle land in nationwide town planning area is 1079.3 thousand mu, vacant land area is 842.4 thousand mu, and the area of land that is been authorized but not provided is 2034.4 thousand mu. So the total land area of the three kinds are 3956.1 thousand mu, which is equivalent to 7.8% of constructional land for town. So the problem of idle land is becoming seriously.Utilizing lands rationally and protecing cultivated land practicably is the basic national policy of China. Studying on the distribution characteristics and forming mechanisms of idle land is help to avoid the forming of idle land, to activate the existing idle land, to advance the efficiency of land use. Moreover, this study will take positive effect on cultivated land protection and be help for the utilizing of land resources in economizing intensive says, so as to promote building a saving society.On the basis of studying the status of idle land at home and abroad, this paper has brought forward the essence and connotation of idle land. Also, this paper has drawn a distinction between idle land, free land and inefficient land, and discussed the classification of idle land from various angles. Based on the investigation of land development and utilization status in Hangzhou main urban area, this paper has analyses the features of land development and utilization, also the distribution characteristics of idle land. At 322 sample land, the 224 are already developed, and 98 are undeveloped. There are total 79 idle lands, with the area of 3303819.4 square meters and the average idle time of 2.1 years. Most of the idle lands are remised from 2005 to 2007, accounting for 90% of total number. They mainly distribute at the areas which are short of city life facilities and apart from the city center. According to the cause of idle land, this paper has concluded several kinds of idle land, which are caused by hoarding of land, lack of capital, alteration of plan, hardness of removing process, not supply but through the government approval and other cannot be expected factors.This paper has made a deep research and analysis on formation mechanism of the idle land, and summarized several formation mechanism of the idle land. The mechanisms contain that the location selection mechanism, regional non-equilibrium mechanism, social aggregation mechanism, macro-impact mechanism, policy disturbance mechanism, system limitation mechanism, the power of rent-seeking mechanism, the butterfly effect mechanism, facilities depression mechanism and spreads of hoarding of land mechanism. Base on micro-economics, the analysis has focused on the mechanism of spreads of hoarding of land. This paper has set up a profit model for the development of land which contains the factors of house price increase scope, land cost, interest rate, land idle expense, anticipated returns ratio. The conclusions shows that the deferred of land development is more favorable when the house prices rise sooner, the land cost, the interest burden and the rate of idle land are lower. The deferred of land development shows more disadvantages when the capital interest rates and the profit margin of the current project are higher.At the end, this paper has advanced some management methods and suggestions about idle land, such as regulating law-enforcing acts when disposing idle land; levying land holding tax to promot the land market-oriented reforms; managing idle land vary from place to place; making full use of idle land and exerting the function of public participation and social supervision.
