| Land resources are the foundation of urban construction and development,and the scarcity of land economic supply highlights its value of development and protection.Therefore,strengthening the economical and intensive use of construction land can better promote the high-quality development of economy and society.At present,many local governments are faced with the fierce contradiction between the insufficient supply of land resources and the large area of idle land for construction.The key role of land resources in promoting economic and social development has not been fully played and is severely restricted.To make active use of sleeping idle land and economize and intensively use inefficient construction land is an effective measure to solve the "insufficient" and "unusable" urban land resources.It is also an inevitable requirement to implement the "increase linkage" mechanism of construction land used by the Ministry of Natural Resources and promote the overall layout of national ecological civilization construction.Under the above background,this paper takes the idle land of newly added urban construction land in Lanzhou as the research object,collects and collates the data of idle construction land in Lanzhou up to 2019,and classifies the idle land of newly added urban construction land into three types according to the causes of idle land:idle land for batch but not collected,idle land for levy but not used and idle land for supply but not used,and selects three typical cases accordingly.Then,Elinor Ostrom IAD framework is used to conduct in-depth analysis of external variables,actors’ behaviors and action results in the case,and the mechanism of causing land idling is obtained.Under the influence of external variables such as rules and institutions,various subjects in the case spontaneously connected to form an interactive mechanism and interact with each other to produce the final result around land development costs,benefits,objectives and other issues.Finally,Governance suggestion for land which has been approved for expropriation but not completed: We will strengthen supervision over the approval of land conversion to agricultural use and establish a top-down cancellation mechanism;Abandon the traditional thinking of occupying more than new construction land first,and change the concept of development;Improve the mechanism for the development and utilization of collective construction land into the market;Improve the mechanism for centralized decision-making by officials and the people.Governance suggestion for land which has been expropriated but has not been supplied : Change the concept of planning management to maintain the unity of central and local;Unified technical specifications to strengthen the application of new technology;Improve laws and regulations to provide administrative guarantees.Governance suggestion for land which been supplied but not used: Clarify the legal nature of the transfer contract(agreement);Strengthen the supervision after the supply of construction land,predict the potential default risk and make plans to prevent and control;Explore ways to establish a buffer mechanism for land development and use defaults.In view of the influence factors of idle land,the governance suggestions are put forward from the aspects of physical restrictive factors,policy and system improvement,governance structure and evaluation criteria. |
