Study On Local Government Performance Measurement In Land Acquistion Process

China is an agricultural country, in which the agricultural population is 800 million. In the process of Market economy the land is Both resources and assets Land is one of the most important resources which have close connection with agriculture, losing land means losing viability for farmers. With the deepening of reform and opening-up and social development, A large number of rural collective land change to be national construction land through land acquisition. At the same time, National law gives local governments the Unshakable dominance in the process of land acquisition.It made local governments to become the main perpetrators and the biggest beneficiary of land acquisition.Action of the local government decided the eventually results . In contrast, in recent years the actual situation of our country is unsatisfactory the local government damage the rights and interests of fanners in the land acquisition process,and then lead to many social problems , Standarding the of behavior of local governments is imperative.In the study of the government public administration the introduction and development of performance evaluation become a hot spot. With the deeping of administration reform ,a lot of local governments have began to practice .This thesis will try to draw theory of local government performance evaluation and the actual situation of the work of the local government in our country , This thesis will make contribution to make government performance evaluation of the land acquisition become normalized systemic and scientific .the main contents of this thesis :1. Organizing the thoery about land acquisition, Aggregating the blemish of the land acquisition in our country at this stage.2. Summarizing and comparing the practice Of foreign developed countries in the Government Performance .To get the experience for the development of Chinese local government performance evaluation.Briefing the common method for the design of local government performance evaluation system.3. The design of the indicators system for local government performance evaluation of land acquisition is the focal point of this thesis .After elaborating the connotation,constituent elements,function,frame of the indicators systerm .Around all elements of the land acquisition ,to set up a comprehensive evaluation index system what contains qualitative indicators and quantitative indicators.And then optimize this system by scientific method.4. Use this evaluation system to an empirical study .Taking Tonglu as an example,to assess the land acquisition of Tonglu and then propose some effective and feasible recommendations for land acquisition of our country.
