The 21st century sees the human society moving from an industrialized society to an informatized society and from the traditional capitalist economy to a new information economy. The developed countries are trying to maintain their leading position in information science and technology in modern agriculture, while the developing countries are also trying to occupy the front of certain important areas in agricultural information science and technology. China has realized that normalization in the rural areas is a historical opportunity for its development. With this background, how to solve the three problems in the rural areas through information alizarin has obviously become a strategic problem in the present economic construction and social development. The information alizarin in the rural areas is the important contents of Chinese national economy and social information alizarin, an important part of transformation of traditional agriculture and development of modern agriculture, and therefore it is also a inexorable choice in quickening agricultural modernization in China. Informatization should be forcefully promoted to serve the construction of the socialist new rural areas. Informatization will have a far-reaching influence on the construction of the new model of socialist rural areas in China by permeating various fields such as economy, politics and culture.Based on comprehensive analysis of the present state of information alization in the rural areas in China and the problems in the information alization, this paper holds that, as effective market needs of the rural Informatization cannot be formed spontaneously in a short time in Chinese rural areas, the government should play its leading role in promoting information alization at present, by further perfecting the administrative system of rural information service, strengthening the construction of the rural information resources, optimizing and developing the rural information service modes, building all-round information alization marketing service systems and popularizing the systems, improving the quality of rural information service, and attaching importance to training the farmers in the skills of applying information and improving their qualities. The concept and connotation of rural informatization were brought forward. According to the definition, rural informatization refers a process in which high-tech, such as communication technology and IT is widely adopted, and information resources are fully and effectively explored and utilized, to promote the rural economic and social development. The rural informatization includes the informatization of rural environment and resources, social economy, agricultural production, rural science and technology, rural education, rural market for production material, rural administration, etc. Policy suggestions and safeguard measures were put forward for the development of rural informatization in China. The following works have to be done: to build a solid foundation, by integrating information resources; do a good job on the demonstrations of rural and social specialized organizations, by giving priority to the effects of informatization; break through the bottleneck of rural informatization, by improving rural education systems, assessment indicator and information collection and release; improve the environment of informatization, by setting up province-county-town-village 4-class platforms; improve the diversification system of information services, by using 5 networks including the traditional and modern medias; improve the rural community management, by developing 6 application systems such as rural affairs information system.
