Study on the modes for informatization development in rural areas (MIDRA) in Heilongjiang Province is an important issue to be urgently solved in the construction of new countryside and provincial informatization development. China is a large country with apparent differences among regions, so it is very important for each province to construct the development modes of informatiziton in rural areas according to local conditions. Based on the theories of development economics and information management science, the author systematically investigated the MIDRA in Helongjiang Province by using the methods of system analysis and mode structure and function analysis.While analyzing the development of informatization development in rural China (IDRC) and its theoretical basis, the author gave chronology of IDRC and some major momentous projects, put forwarded main problems and obstacles in the process of the IDRC, analyzed the characteristics of domestic and foreign rural informatization developments, compared the main service providers and clients, services content, serving means and channels in China and those in developed countries. The author also examined the ways of information collection and delivery, and systematically summarized the MIDRAs in different regions in China.The author systematically investigated the status quo and main problems of the MIDRAs in Heilongjiang Province, in combination with the situation of the rural economic development and the characteristics of agricultural production in the Province.Based on what mentioned above, this paper conducted innovative exploration in the following aspects:1. The strategic mode for informatization development in Heilongjiang was established: consisting of all-round stimulus in connection with regional breakthrough; seamless connection between informatization of state farms and that of local areas; combination with small-scale town development; rural modernization pioneered by agricultural and rural informatization, and diversified and leap-forward development. Five basic principles for making strategies were proposed according to the concrete conditions in Heilongjiang: to comply with the conditions in the Province, to conform to the national development strategy, to be guided by government and driven by demand, to adapt to local conditions and to stress practical results, and to follow overall consideration and harmonious development. Information resources construction and information service were indicated as the key areas of making strategies. In addition, five guarantee measures for putting the strategies into practice were presented.2. The mode of resource construction and utilization in rural informatization in Heilongjiang was set up: organization mode, including five organization types; information resource allocation mode, four allocation ways; integration mode of information resources at four levels; technology integration mode, four integration types; and overall planning, joint construction and sharing of information resources.3. The mode for service of rural informatization in Heilongjiang was designed: involving five financing patterns; four organization models; and two information service channels. This paper is the first one that systematically examined the MIDRAs in Heilongjiang Province. The researches were conducted based on thorough investigation, interviews and other channels of communication, with extensive suggestions. The systematic analysis of the MIDRAs in Heilongjiang is accepted by the overwhelming majority of communicators. The results of this study are of great theoretical significance and practical value in promoting the development of informatization in rural areas in Helongjiang Province.
