The Feature Analysis Of Economic Cycle Fluctuation And Policy Selection In Great Agricultural Province

Economic growth is achieved in the movement of economic cycle fluctuation which is a process of economic restructuring and industrial optimization. Therefore, economic cycle fluctuation and changes in industrial structure influence and promote each other. In this paper, analyses and comparative studies of a major agricultural province are made to explore the relative relation system of the economic cycle fluctuation and the industrial structure while the characteristics and laws of China's economic growth and industrial restructuring are probed into and grasped from the regional level.Through analyzing the industrial structure features of a typical major agricultural province Hunan in the economic cycle fluctuation, the paper finds out that there exist relatively close corresponding relations between economic cycle fluctuation and industrial restructuring in the major agricultural province. The industrial economic restructuring period corresponds the aggravating period of economic cycle fluctuation and the stable developing period of industrial economic structure corresponds the desirable operating period of the economic cycle fluctuation. The existence of such a relationship is also confirmed through a comparative study on the industrial structure features of economic cycle fluctuation in the typical economically strong province Guangdong. In addition, this paper finds out that there are still significant economic cycle synergies in the economic cycle fluctuation of agricultural province and there are impacts of different leading industries in different times of national economic cycle fluctuation etc.Based on the analyses of the industrial structure features in the economic cycle fluctuation in Hunan and a comparative study between Hunan and Guangdong, this paper proposes policy suggestions aiming at accelerating the transformation of Hunan from an agricultural province to an economically strong province. These suggestions are that industrial restructuring should be smoothly led so as to promote the optimization and upgrading of industrial structure and industrial development should be coordinated through observing the operating law of economic cycle fluctuation while at the same time the development of the tertiary industry especially the development of the service sector should be vigorously promoted and so on, achieving a major agricultural province to an economically strong province.
