Study On The Pest Risk Analysis In The Quality And Safety Management Of Agricultural Products

Pest Risk Analysis measure is the technical trade measure which is closely related with the safety of agricultural quality. It used for standardizing the quarantine measure of the animals and plants of member states and game rule of the international trade behavior under WTO frame too. The essence is to promote the sound development of international trade of the animal or plant-based product on the premise of controlling the risk and its spreading.This paper researched several common methods of Pest Risk Analysis. And this text took the Aleppo grass(Sorghum halepens) as the research object, which is a dispute during the trade between China and America. Then, applying the qualitative and quantitative method, further investigated the Aleppo grass, which gave rise to the economic lose. This research suggested that how to set up a risk management system effectively.This thesis consisted of seven chapters. It began with an overview of the international and domestic environments to Chinese agricultural quality management, explained the research background, urgency, purpose and important meaning of studying Pest Risk Analysis measure. Chapter two made a more comprehensive review for the generation and development of Pest Risk Analysis measure, and seek the theoretical foundation that Pest Risk Analysis measure involved. Chapter three made a systematic study on Pest Risk Analysis measure research achievement from the international and domestic scholars, and proposed the rationality and discriminatory for judging the Pest Risk Analysis measure. Chapter four summarized the main means of Pest Risk Analysis measure. Chapter five selected the research target, drew the conclusion from the theoretical model and quantitative analysis, introduced Pest Risk Analysis into agricultural quality management. Chapter six paid special consideration on the situation of China, attempted to raise effective and feasible approaches to overcome the problems. Chapter seven is concluded with an overall review.
