Nowadays, the quality and safety issues related with aquatic products are gradually highlighted, the fishery drugs residues, heavy metals, food additives, environmental pollution and so on have become the major food risk factors that caused widespread social concern. Under this circumstance, the governments at different levels are paying more and more attention to the quality and safety of aquatic products, but the lack of scientific basis in the process of regulation in practice.In recent years, the risk analysis framework as one of the science-based approaches has been applied rapidly in the food quality and safety management fields, and has become the guidance for the government and industry to carry out scientific supervision in China. However, the risk analysis applied in the field of aquatic products in China is still in its preliminary stage, there are still a lot of shortcomings in the construction of risk analysis system as well as the practical application aspects. In terms of this situation, carrying out the studies on quality and safety risk analysis system of aquatic products, with the science as the support for the regulation, reduce the cost of enterprise and government use, set up the enterprise, regulatory and consumption path for the exchange of information. Its application are of significant importance for further improving the risk analysis ability, ensuring the quality and safety of aquatic products, strengthening the supervision ability, complying with the international trends of aquatic product quality management, and enhancing the competitive abilities of China’s aquatic products in the international markets.Literature researches and comparative analysis methods were used in this paper to elaborate the origin and development of risk analysis theory framework, and in-depth analysis were conducted to the contents and characteristics of different international organizations to implement the food quality and safety risk analysis framework in their professional fields respectively. From the institutional setting, operating mechanism and system construction aspects to comprehensively study and compare the food safety risk analysis systems in the United States of America, the European Union, Japan, Canada and other countries and regions. Research results revealed that the international organizations and aquaculture developed countries and regions use the risk analysis as the foundation in the aquatic products quality and safety management system, they separate clearly the risk assessment and risk management phases, and focus on risk communication with the stakeholders. These countries and regions also implement the risk analysis program in accordance with their local situation, e.g. the United States and Canada pay more attention to the risk management, while the EU and Japan focus more on the risk assessment and risk communication. The results mentioned above are significant referentially and meaningfully to further improve the quality and safety risk analysis system of aquatic product in China.Theoretical analysis and case and experience combination method were also applied in the paper to systematically summarize the quality and safety risk analysis of aquatic products which has been carried out in China. At the same time, in-depth analysis was conducted to the status of the institutional setting, operating mechanism and system construction. The researches especially focused on the risk analysis framework application situation, the shortcomings in the practical work and future development trends in the aquatic products field in China. Through the cases study ’Standard of Aluminum limitation in jellyfish" to clarify that the efficient way of risk analysis is to organize the risk assessment, risk management and risk communication work together to safeguard the quality and safety risk analysis of aquatic products more scientifically and efficiently in China.Based on the current situation of risk analysis application in aquatic products industry in China, this paper put forwards some suggestions on building the aquatic products quality and safety risk analysis system in our country. Firstly on the system establishment, it was suggested that the relevant departments to work out and issues detailed regulations as soon as possible for the implementation of aquatic products quality and safety risk analysis, especially on the main subjects of risk assessment, risk management and risk communication, risk assessment process, problems to be solved in risk management and risk communication and how to develop the linkage among these three stages, to provide the legal bases for establishing a high-efficient aquatic products quality and safety risk analysis mechanism. On the organization setting, the paper suggested that establishing the expert committee for aquatic products risk assessment, clarify its independence, and proposed on how to improve the operational mechanism and related issues. On the risk analysis process, we may draw on the experiences of the United States of America, the European Union and Japan, to establish a rational working mechanism, and promote the communication between the stakeholders.It was emphasized on how to further strengthen the orderly linkages among the risk assessment, risk management and risk communication, and suggested that the academia focus on risk assessment, the concerned government’s department put forward the risk management measures based on the evaluation results after considering various influencing factors and cost-benefit assessment, and in the whole process of risk assessment and risk management through communicating with various stakeholders, and promote the stride forward development of quality and safety risk analysis of aquatic products in China. The objectives are to make the risk analysis concepts widely accepted and practiced by aquatic products manufacturers, government’s departments, consumers and society as a whole, to enhance the sustainable development of aquaculture industry, and promote the aquatic products safety management from the emergency management to risk management.Shandong peninsula is aquaculture developed areas, and it is the main sources of exported aquatic products in China. The final part of the thesis research on the aquatic products quality and safety supervision system, the present situation of the local quality and safety control system, and the existing problems in this region and using the analytic hierarchy process and fuzzy set theory to constructed the aquatic products quality safety risk management effect evaluation system. Furthermore, basis one the result of investigate and survey the study gives some advice on the risk management improvement measures, and provides a useful reference to our country’s aquatic products quality safety risk analysis system.
