| County level is the most qualified level to carry out direct supervision of agricultural product quality and safety among all the supervision areas,which is the key link of effective supervision.Agricultural product quality and safety traceability system is one of the most popular and effective ways at present.Through key technologies such as digitization and big data,the whole link of traceability supervision from base to table can be realized,which is extremely effective in tracing pre-determined risks in advance,preventing risks and reducing the incidence of safety incidents.In this paper,the establishment of Ningyuan County agricultural products traceability system as the main research object.Mainly use literature review,visit research,comparative analysis and other methods to collect data,focusing on Ningyuan County agricultural product quality safety traceability system construction situation research and analysis.The findings are as follows: first,the law enforcement departments are not strict,the number of agricultural law enforcement in Ningyuan County is less;Second,the construction of Ningyuan County agricultural product quality and safety traceability platform is not mature,the traceability is only about 2%;Third,the initiative of the subject of the agricultural product traceability system is not high,and farmers generally think that the cost is higher than the profit;Fourth,the agricultural products traceability system government supervision is not in place;Fifth,the agricultural product quality and safety traceability system is not sufficiently publicized and has low recognition,with only 6.67% of the public informed.Ningyuan County is a big traditional agricultural county with underdeveloped transportation,large proportion of small farmers and operators,poor traceability safety awareness of business subjects and consumers,coupled with incomplete relevant laws and regulations,poor self-discipline of enterprises,to promote the construction of traceability system still needs the government to play a subjective initiative and coerciveness.The author puts forward some countermeasures for Ningyuan county: first,perfect laws and regulations,enlarge law enforcement team and improve law enforcement ability;Second,rely on national and provincial platforms to improve the local traceability platform system;Thirdly,strengthen the supervision traceability team and improve the traceability ability;Fourthly,increase capital input and integrate effective funds;Fifth,we will continue to promote the implementation of the dual random and one disclosure system,safeguard the authority of the system,and ensure fairness and justice. |
