In the modern market environment, enterprises are facing more intense competition. Customers'diversified and personalized need, the market maker of globalization, the production of the greatly reducing time limit, which make the traditional business management more and more be unfit for the needs of market competition. However, Project management approach began with the Apollo Program in the United States and sprang up at the end of 80's in the last century. Because this management approach had a flexible, strong market adaptability and innovation, it had become the main form of business activity carried out."Project Management Yearbook"published in the latest by United States (the second edition) shows that the project invest estimated about 10 trillion U.S. dollars all over the world each year, accounting for about one-fourth of the world GDP. The project invest amounts to 2.3 trillion U.S. dollars by country and private investment in the United States each year, equivalent to 25% of American GDP. However ,as the world's largest emerging market, China project invest is up to 500 billion U.S. dollars each year. Our normal concerns like the Three Gorges Dam construction, launching manned spacecraft Shenzhou V, SARS vaccine development program and so on, are a world-renowned large-scale projects. In the enterprise, project management methods and concepts have been accepted gradually by more and more managers , which has been the powerful tool of creation and competitiveness of business. You can say who masters the project management, who acquires the future market.As project management is applied to manage business activities by many enterprises, it has become an indispensable business content. In addition to the project company, no matter what type of enterprise engaging in what can not rely on one or several projects to maintain the enterprise throughout the life cycle. And it is impossible to complete from research and development, procurement, production to marketing of all activities by one or several projects. Changes in the external environment continued to promote enterprises to form all kinds of new projects, such as technological innovation, customer service programs, new product development, management information system set up, the implementation of new investment strategies. These projects are different in properties and the contents of tasks. But they are consistent with the characteristics of the project and should be managed with project management approach. So a lot of enterprises are often in multi-project management environment.Traditional multi-project management follows rigid and structured project management approach, which often overlooked the relevance of the project, denied the openness of the project. With increasing number of projects in the enterprise, the project management problems are gradually exposed, such as a lack of coordination,the low overall control efficiency and unreasonable allocation of resources .The responsibility of multi-project resource management blurred. In some cases, the matrix model of decentralized the right of the project manager, which made the project managers not perform their previous duties. For the multi-project managemen in the enterprises, there isn't a well-established universal model in theory.This article analyzed project management and multi-project management theory by comparative method and summed up the features of project integration management;By the analysis of multi-project management model for traditional petrochemical industry, find the main problems of project management institutions and processes control. Pointing to these problems, the writer put forward upstream&downriver multi-project management to adopt integrated management institution ; In order to control the process of multi-project synchronous construction better for petrochemical enterprises and the own construction characteristics of the petrochemical industry, the writer brought forward the integrated management model of upstream&downriver multi-project construction process control. And through multi-project construction management information platform, integrated management team for the connection link, finally realize the multi-project integrated management.The integrated organization model of upstream&downstream multi-project management petrochemical is set up the multi-project leading group in the head office, which is in the charge of the deputy general and members composition of the company related to the of the main function departments and authorizes directly the multi-project integrated management leadership team. The relevant functional departments and professional project management companys (PMC) are responsible for project design, planning, procurement, investment, progress, HSE, quality, communication, integrated management of the entire process of projects. According to the units of plane layout, the multi-project integrated management team manages the project team. Establishing the engineering design, project supervision, project quality supervision of the advisory system, it supports the multi-project integrated management team and participates in the project integrated management.The multi-project building process of integrated control model is composed of five main parts, as follows: Integrating the four phases of the construction project, specially, for the designing and constructing process. Integrating the project cost, time and quality of the three basic objectives and the goals of integration throughout the entire cycle.Integrating the parties involved in the project and the integration throughout the entire cycle. Integrating the contract management, which also runs through the entire project cycle. Integrating the information of projects, which is the basis for all integrated.Through the model of multi-project, the multi-project management teams and functional departments of enterprises can form an organic whole, be effectively resolved the collaboration problems between the functional departments and project management departments. As the center of multi-project management, the multi-project integration management team works out the overall progress plan and cost plan from the final product of the project ,and balances the key resources and the progress and cost of the project. This model can realize the control of the multi-project management team, as well as resource sharing. The integration of the process of projects makes the owners of the projects and the contractor be an perfect combination . This integrated management model provides a cost-effective management for petrochemical enterprises.
