Study On Problems And Measures For Government Procurement In China

Government Procurement System(GPS), an essential part of public finance system, is an important measure to control macroeconomy.GPS has a history of over 200 years in the world. But in our country, GPS is a new thing and formed in the early days of market economy, so it is incomplete both in theory and Practice. On the basis of benefiting from different country's experience and according with international practice, standardizing and regulating the government procurement system in our country, has far-reaching consequence for market economic construction and even for the development of social politic.Beginning with the basic theory and the significance to establish a GPS in our country, this thesis systematically discusses the historical of GPS and analyzes the current situation of our GPS, finally reveals many problems existing in GPS of our country. This thesis also benefits from foreign developed countries'experience, combines with the situation of our country, deeply researches how to resolve the problems existing in our GPS at the present stage.The thesis is divided into five chapters as follow:Chapter one, introduction. This chapter introduces the background, the significance and the research innovation at home and abroad.Chapter two, the summary of GPS. This chapter expatiate the basic theory of GPS and how to be produced and developed, all of these is the logical beginning and the prerequisite of GPS.Chapter three, the situation of our GPS and the problems. Through a great deal of data, this chapter analyze the situation of our GPS and tries hard to find out our present GPS's problems.Chapter four, foreign GPS comparison and enlightenment. By comparative analysis of foreign GPS which is better, this chapter finds benefitful enlightenment to perfect our GPS.Chapter five, measures to perfect our GPS. On the basis of argumentation and analysis before,in the end this thesis put forward some suggestion to perfect GPS in our country.
