An Analysis On The Administrative System Reformation Of Binhai New Area Of Tianjin

Since the reform and opening-up, with the rapid development of world economy and science and technology, China has approved the establishment of a number of different types of development zones of different levels to adapt to global economic integration and the impact of the new technological revolution. Since October 1984, China has formally approved the establishment of development zones, state-level development zones have developed for 25 years. These development zones, especially the state-level economic zones and hi-tech industrial development played a role as a window, a radiation center, an example and a leader in attracting foreign investment, the experimental system, upgrading their technological level and promote regional economic structure and industrial structure adjustment, etc. All these injected a tremendous vitality to the new era of China's modernization and greatly support and promote our economy's rapid, sustained, healthy growth.In 2006 the State Council approved Tianjin Binhai New Area to carry out comprehensive reform, then it became the second after the national comprehensive reform pilot area of Pudong New Area, Shanghai.Tianjin Binhai New Area on their property, it is a city-based administrative area within the economic zone, its management system has its particularity. In the establishment and development process, Binhai New Area accompanied by a series of institutional and management systems of innovation, in which, the administrative management system is particularly important because it is the key of other institutional innovation. On March 17, 2008, the State Council officially approved the adoption of the "Tianjin Binhai New Area comprehensive reform pilot program," Tianjin Binhai New Area was allowed to be in the 10 pilot areas of reform, and the reform of the administrative system was included in the program. The basic idea for reform is"in order to establish a unified, coordinated, streamlined, efficient and corruption-free management system as the goal, to speed up new coastal areas'functions of the district administrative functions of integration. Promote administrative reform and transform government functions, to establish a management system full of vigor not only centralized and unified leadership, also admit parties to play their advantages. However, As time goes by, Binhai New Area also appeared a wide range of issues, especially when the development came to a certain stage, the nature of its regional economy has transforming from industrial areas to an integrated urban city. The significant increase of social affairs makes the existing economic development can not meet the needs of administrative system. How to carry out a new reform in the Tianjin Binhai New Area in the new situation, to not only maintain the original advantages of the system, but will also fit the current state of development, is a question worth studying.In this paper, Binhai New Area is the main study object. This paper made a deep analysis on the establishment of Binhai New Area administrative system from the start-up to the development and improvement. Combined with other advanced regions such as the domestic Shanghai and Shenzhen Special Economic Zone of Pudong's development experience, from the Development Zone administrative system to reveal the perspective of the evolution of trends in the administrative system of the Tianjin Binhai New Area development model of the innovative research, and raised some points in this article.
