My dissertation will design the concrete content of the reform project of Tianjin Binhai New Area from four aspects,hierarchy division,organization establishment, power disposition and relationship determination.My dissertation suggests that the appellation of Tianjin Binhai New Area should be changed into Tianjin Binhai City, which is subordinate to Tianjin City.People's Government of Tianjin Binhai City should be set up,whose grade should be set to pair-provincial.Under the leadership of Tianjin City committee of the communist party of China and Tianjin Binhai City committee of the communist party of China,People's Government of Tianjin Binhai City manages all kinds of administrative affairs uniformly.The districts and the functional economic areas in Tianjin Binhai New Area should be merged and be re-divided according to functional areas.My dissertation suggests that large department system whose functions are organically unified should be explored to carry out.The design of large department system should be based on practical situations of Tianjin Binhai New Area,be related to the current demand of the economic and social development of Tianjin Binhai New Area,insist on local conditions and should not copy the organization establishment of the state council. My dissertation analyzes the causes of the reform project content design of Tianjin Binhai New Area.The causes include,Tianjin Binhai New Area will be endowed with definite legal status,the adjustment of appellation will be beneficial to the economic and social development and external communication of Tianjin Binhai New Area, Tianjin Binhai New Area will be divided according to functional areas,which will be beneficial to the long-term economic and social development of Tianjin Binhai New Area,The project will be designed based on practical situations of Tianjin Binhai New Area and insisted on local conditions.The implementation of the reform project of Tianjin Binhai New Area should organize elaborately,deploy rigorously,be positive, smooth and progressive,highlight key points,implement step by step,reform according to law,be standard and ordered.My dissertation also predicts the problems in the reform project implementation of Tianjin Binhai New Area,and put forward the corresponding methods.The problems of the reform project implementation include, it is difficult to explode the department interest,it is difficult to overcome the system inertia,the coordinated reforms are delayed,the working personnel lack the concept of positive adaptation and coordination reform.The corresponding methods include setting up the overall concept,overcoming the department tendency to self-interest, accelerating the system transformation,the coordinated reforms should be carried out simultaneously,renewing ideas and strengthening training.
