From the beginning until now, our country's state-owned investment corporation has experienced a more than 20 years of ups and downs, as has the special mission, this special economic product made the great contributions for China's economic reform and the overall development of the country. The overall arrangement of establishing the state-owned assets"three-level management mode"put forward at the 16th Party Congress enables our country's state-owned investment corporation enter into a new developing stage. It is necessary for the state-owned investment corporation of the new period to change its idea and develop into a genuine market entity to accomplish the objective of state-owned capital value preserving and appreciation. The old state-owned assets management mode, however, resulted in the low operation level, weak sense of market competition and some other problems of the state-owned investment corporation as a whole for ages, which in turn affects its long-term development. Faced with the increasing intense competition, the state-owned investment corporation is supposed to solve its problems, research and explore the future development strategies and actualize the capital operation, which according to the characteristics of its capital management, and to realize the fast flow of the capital and promote the rational distribution and value preserving and appreciation of the capital based on its property of engaging in capital marketing.Because of the unique nature of state-owned investment corporation, our country's state-owned investment corporations almost have the same problems, which mainly reflected in: the positioning is not clear, the management mechanism is not sound, capital accumulation capacity is weak, the operating concept of the old, poor awareness of market competition. Of course, these problems have the variety factors, as history, policies, concepts and so the existence of state-owned investment company to promote the problems. But along with its progressive development of mature, to be independent in the face of the many market opportunities and crises, the state-owned investment corporation must be re-straighten out the ideas, size up the situation, fully analysis to make the development planning and strategies, which are suitable for their own characteristics, and for more long-term development.In particular, at the end of 2008, the government promulgated the new "state-owned assets law",it will be more brand-new situation for the state-owned investment corporation. The new "state-owned assets law" recognize and confirm the basic framework of the enterprise state-owned assets management system, which is from the law level, and re-defined the status of state-owned enterprises, the role and responsibilities of the state-owned assets transfer, and the state-owned assets management and managers have more legal constraints, legislate a series of laws for safeguard the security of state-owned assets and prevent loss of state assets. In general, the new "state-owned assets law" has a great positive impact for the state-owned investment corporation.In this new era, the state-owned investment corporation must be the capital operation abundantly, to achieve the preserve and increase the value of state assets and increase profits. On account of the diversity of the market demands and the limitation of the enterprise's inner resources, the state-owned investment corporation is preferable to subdivide its core Strategic Business Unit—the target market of the capital marketing, and choose the most effective target market to confirm its own Value Proposition and carry out the Marketing Positioning accordingly. In the light of the core product of capital marketing—the particular nature of ownership right, the target customer of the state-owned corporation can be divided into resell customers, industry customers and the ultimate owner of the state-owned ownership right—government. Since the main customers of the ownership right products of state-owned investment corporation are industry's investors, it is wise to confirm the industry investment positioning of the state-owned capital by combining the elements such as the national industrial policy and local economy characteristic, etc. together. Last but not the least, state-owned investment corporation, similar to the consumer commodities marketing, is advisable to set up the Marketing Positioning for the foundation layer of the capital marketing, that is the ownership right investment enterprise and its own, which can transmit the attractive customer value for the investors.
