Labor staff quota of distribution center is a reasonable means to determine the staff number of distribution centers, and it considers a series of impacting factors, such as the volume of the operation, operating speed, the operating characteristics of goods, operating processes and the level of automation etc. The vast majority of our distribution centers'level of automation is not very high, and they are labor-intensive industries. At present, idle resources in the distribution center is a serious problem, according to the survey, there are about 60% staff and facilities in the distribution center are in idle. With the continuous improvement of distribution center level of automation, most manual work that need time-consuming and hard sledding is gradually replaced by machine operation, and the operational efficiency also improved, because the original labor staff quota criterion of distribution center is conflict with the current actual operating efficiency, the standards of the operating staff number in distribution center must be re-established.At present, the domestic labor staff quota of distribution centers are determined by the qualitative analysis, the phenomena of unreasonable labor staff quota is widespread, and a waste of human resources also can be seen everywhere, because of the inefficient operations in distribution center, the development of distribution centers are seriously hindered. The article is for labor staff quota of distribution centers and based upon the following factors such as the operations volume of distribution center, standard time and the others, so that not only to ensure that all staff positions have specific tasks but also to avoid labor intensity too large or too small, as a result, the staff number in various positions of distribution center is correspondingly agree with its operating volume.This thesis is divided into seven chapters, each chapter are as follows:Chapter I Introduction. Background of the subjects and the significance and purpose of research were explained, the development of the status quo and development trend in the direction of this study were reviewed, and the main contents and technical routes of this paper were also introduced.Chapter II Labor staff quota-related knowledge and analysis of influencing factors. The role of labor quota, the principles and the methods were introduced, and then the impact factors of labor staff quota of distribution center were analyzed, including basic operations, operation goods classification, storage principle of goods, selection methods as well as the selection means of the selected path.Chapter III The framing technique of standard time. The specific methods and steps for labor time standard were analyzed in detail. First analyzing of the composition of standard time, and according to the literature, a six framing methods of standard time were summed up. And then the use of the framing method of standard time in this paper -work studies was introduced, including analyzing the two techniques–method research and operation measurement, and the method of stopwatch measurement was the focus, to verify standard time reasonable or not . After that, the method of measuring the operation volume of management staff was introduced , which provide a basis to determining the number of managers. Finally, the use of Server2000 to establish standard time database was put forward.Chapter IV Standard time of distribution center and mathematical model. Framing method of Standard time of distribution center was researched. First of all, put the various operations in the distribution center into a number of operating units that can be measured, and measured operating time of operating unit. Relationship between operating time of distribution center and the various impacting factors were Studied from two point of view, human operation and mechanical operation. And taking use of the method of fitting function to obtain the function model of operating time and the impacting factors, Analyzing liberalization rate of distribution center, then the standard time of distribution center's operations was achieved and it lay the foundation for.Chapter V Labor staff quota of distribution center. Operating processes, automation level and the operating timing of the distribution center were analyzed. Based on chapter IV ,the labor staff quota of distribution center , calculated the total working time including main operations in distribution center, for example, selection and sort, replenishment, overhead warehousing to put in etc. Finally, the operating staff number in all positions of distribution centers was determined by using an improved method of efficiency staff quota.Chapter VI Example application. Took distribution centers X as an example, exactly determined all the staff numbers of teams and groups in distribution centers by using the forenamed method of labor staff quota of distribution center. And simulated with Arena simulation software, analyzed every operating staff's rate of time utilization, then verified the staff number that each group equip with reasonable or not.Chapter VII Conclusion. The main research work in article was summarized, and the research trend for labor staff quota of distribution center was introduced. In general, there is something new in this dissertation as the following:1. Put forward calculating model for main labor quota in distribution center.2. Brought forward putting the various operations in the distribution center into a number of operating units that can be measured, and determined the operating time by measuring operating time of operating unit, therefore, made it determine the operating time of distribution center simplification and quantification.3. It was given a way to calculate the total working hours of distribution center operations for first time, and on this condition the staff number of distribution centers was determined.
