With the development of society, many industries have achievedfruitful profit from work quota, therefore, the logistics industry alsobegan to pay attention to the development of labor quota. Labor quota isan important basic data of the enterprise, is not only the importantessential basis data for enterprise planning, balanced operation,personnel allocation and salary distribution, but can also do for theemployees to improve work efficiency, workers’ performance evaluationmanagement. Aiming at the problem of employee management of storage centercan’t be quantitative, this paper analyzes the operation time of storagecenter staff, on the basis of considering time allowance，set up the laborquota time.This paper first introduces the general situation of warehousingcenter, introduces the types and the process of storage center. After theworking status of storage center at the on-site survey, according to theunreasonable and wasted phenomenon work site exists, the paper summarizesseven questions. Analysis of these problems, which can be broadlyclassified into three categories: operating environment, standardoperation, labor quota. Through the analysis, the number of labor quotaproblems accounted for5/7, so this paper studied from this direction,in order to help the storage center solve key problems.Then select the operation time of internal combustion forklift driver,elevated forklift driver, sorting workers were analyzed and measured, themain idea is to decompose operation unit according to the storage centerfor all types of standard operation, the operation unit is analyzed anddivided into two categories, one is the operation time is fixed anotherkind is, operation time is not fixed. For the first type of work unit,this paper choose the timing obtained average with a stopwatch; for thesecond operation unit, this paper analysis of the impact factor of jobchanges and uncertain factors, through data analysis to establish the mathematical model method. On the completion of each operation unit oftime measurement, this paper chose the center of A company warehouse10days in and out of storage order were simulated and analyzed the operationtime of the data, so as to obtain the average operation time of each typeof labor quota, paving the way for later work.Finally, according to the operation time above formulation,considering the time allowance, set up the various types of labor quota.In the end, this paper will study the labor quota time applied to thelogistics operation field, solve the allocation problem of personnelquantity change situation, provide the reference and basis for thedevelopment and application of labor quota in the future, and even in thesame industry.Through the establishment of labor quota, can avoid the staff worklazy, the whole operation efficiency is not high phenomenon, provides thebasis for the guidance and management of site management personnel, therational allocation of human and material resources, avoid waste andbecause of the high strength work caused by overwork. At the same time,this paper also has certain reference value for the development oflogistics industry in future.
