Based on the modern information technology,the information industry has gradually become the pillar industry of world economy.Under the promotion of global information technology wave and process of economic market transition,china's information technology is developing in an unprecedented way.Central and western regions used to be the key regions of IT industry distribution. During the IT development,the Chengdu Chongqing economic zone has been among the pioneers in the central and western regions.However,compared with Yangtze River Delta,Pearl River Delta,Bohai Sea Ring Area,etc.,the IT industries in the Chengdu Chongqing economic zone still has such problems as loose industry chain,a lack of regional industrial cooperation,lower industrial scale gross,monotonous industrial structure,lower industrial development.With the update of industrial structure in the overseas and eastern coastal areas,Sichuan and Chongqing are faced with the challenge of information industry progressive transfer.Therefore,it is necessary to think about how to enhance the division and cooperation of Chengdu Chongqing regional information industry.Surrounding division and cooperation,this paper uses regional industrial division and cooperation and regional industrial competition as its theoretical basis,and adopts the researching method of normative analysis and positive analysis combined.Researches from home and abroad have showed information industry is typical of industrial agglomeration and specialization division.The division and cooperation in the information industry are almost free from regional restriction.The determinant factors lie in each industrial basis,technology and talent strengths,market capacity and transportation,communication and network,etc.Through the case study of division and cooperation in regional information industries,regional industrial foundations and the difference in factor endowment have formed the gradient development of information industry,which makes all the regions in the different positions in the industrial chains and constitutes the basis of regional information industry division and cooperation.Breaking the regional restriction and developing regional division and cooperation will effectively raise the overall competitiveness.In the process of information industry development,there is conflict between Sichuan and Chongqing.Under the cooperative frame of Chengdu Chongqing economic zone,it is all the necessary to reinforce the division and cooperation between the two regions.The difference in the industrial basis,technology,and transportation,and the gradual improvement in regional transportation,communication and network,and cooperative mechanism make the division and cooperation possible.Fact shows that different information industries have their own competitive edge in Sichuan and Chongqing,for example,the auto electronics in Chongqing,electronic apparatus and instrument,digital medical treatment,embedded software,3G communication terminal,aviation electronics in Sichuan,electronics in military industry, information security,digital video and audio,and system integration.There are some potentially competitive industries,such as information home appliances in Chongqing and electronic material in Chongqing and Sichuan,which should be the development focus.Government and enterprises serve as the main driving forces in the division and cooperation of regional information industry.Government should establish the long-term mechanism of division and cooperation and then provide services in the aspects of establishing unified market,promoting financial cooperation,enhancing management and coordinating business and investment solicitation and industrial coordination.Enterprises should participate in establishing corporate strategic alliances, sharing resources.Dominant enterprises can integrate regional resources and engage in cross regional business.
