Through studying the plans theory and the method research, to provide ideas for the new round land utilization overall plan.The article took the Chongqing Three Gorges Reservoir Region ecology economic zone Liangping County as an example. This choice mainly considered that it can represent the region characteristic of the Three Gorges Reservoir Region ecology economic zone as well as may gain the material easily. The collection material mainly included Chongqing Reservoir Region and the Liangping County land utilization change cruising data (year1996-2005) , Chongqing and the Liangping County statistical annual (year1996-2006), the Liangping County government work report, The 11th five year plans of Liangping County agriculture, the industry, the transportation and so on.The article analyzed the domestic and foreign land utilization plan characteristic, united the county level land utilization plan theory as well as the land utilization plan and the regional economies development's relationship,first,the article discussed the difference among the Three Gorges economic zone interior various counties, analyzed different type counties the key point of land utilization plan as well as the methods of its coordinated with economical development. Next, took Chongqing Liangping County as the example, how did current land utilization plan adapt to the current economic society's development was selective analyzed, and the Liangping County land utilization primary control target were proven.The main conclusions are as follows:(1) Summarized the previous land utilization overall plan basic situation, analyzed questions as follow: usability, scientific nature, foresight and coordination what the plan it's exist, as well as the reason. May be these studies can establish a model for the new plan revision.(2) Studied the relationship of land utilization (plan) and the economic development, the current Three Gorges Reservoir economic development condition and the development localization were analyzed, based on this point, it proposed that in the area the county level land utilization plan must be coordinated with the economic development, and based on county industrial development plan and the functional localization, these various areas were divided three different types: The city expansion type, the industry acceleration type, the ecological protection type, besides, it proposed the different key point of land-use program separately and the means which correspond to economic development.(3) Took the Chongqing Three Gorges Reservoir ecology economic zone Liangping County land utilization overall plan revision work as example, united the theory and the empirical study, the new model has explored. The key research is in the plan how did unite the area development localization and the industrial development direction and so on, and how did apply mathematical model and ration method to forecast construction land demand, cultivated land and basic farmlandquantity, ecological protection land arrangements.The discussion are as follows:(1)In the research process, the economic development's definition introduced from the industrial development angle, in fact the industrial development is only an important aspect of economic development, will not be completely, this question must be continuing to consummate later.Next, the relationship between economic development and land utilization as well as how both were coordinated were only qualitative studied, both's quantitative relationship was wanting for further studying.Once more, when classified counties in the Three Gorges Reservoir Region(urban expansion, industry acceleration, ecological protection), it was according to various counties in the future industrial development as well as industrial structure condition in the future, whether explore other feasible taxonomic approach or establish science quantification indicator system waits for further studying.(2) In the research process, setting land utilization primary control target is most important. The forecast techniques are various, the different method forecasting result also has the difference, how to select or establish the locality actual mathematical model is very important, this will be the next direction diligently.
