Study On The Problems And Solutions Of The Overall Land Use Planning At The County Level

The overall plan for land utilization at the county level, as the core of the overall planning system for land utilization, is the key to the state’s realization of the cultivated land protection and guarantee of land for construction, and it also has great impact on the success or failure of the overall situation of land planning. With the change in the mode of China’s production and development, investors are becoming increasingly diversified, awareness of preserving the ecological environment are also enhanced, causing major changes in the background and the basic conditions of the planning compilation at county level, with the planning content begin to extend rapidly, and restricted conditions increase gradually. As a result, there are more requirements about the quality and level of the planning compilation at county level. At present, China has already formulated three-round overall plan of land utilization the county level. For the planning compilation are limited by the subjective and objective conditions at that time, a lot of problems are left unclarified. Therefore, this paper explore the issues of the overall plan for land utilization at the county level, and put forward feasible proposals, hoping that it will be meaningful for the next round overall plan for land utilization at the county level.During the past years, scholars in our China have done a number of researches on the problems existing in the planning compilation at the county level, but there are still some deficiencies in the research contents, research methods, research area and research perspective. Targeted at some questions unanswered, this thesis combine the idea of "people oriented" and "green project" and construct the models of "Six Properties" and "Six Changes" to explore the problems and solutions in overall planning compilation of land utilization the county level. Furthermore, some certain research areas are select for make empirical analysis for part of the content.Through analysis and discussion, this thesis holds that the "Six Property" issues of the overall plan for land utilization at the county level mainly include:(1) The practicality issues of plan:The target and task of the plan is single; the flexibility is not sufficient, the regulation is too frequent.(2) The continuity issues of the plan:the unipolarity of the program composition is strong, lacking combination of the higher and lower level, out of line with other specialized planning at the county level.(3) The equity issues of the plan:The planner-centered feature; mass participation is not thorough enough.(4) Maneuverability of the planning compilation:There is limitation in compilation regulation; there is a lack of rationality in the technological means of the compilation.(5) The accuracy issues of the planning:there are some deviations between the essential data and the practical situation.(6) The sustainability issues of the planning: There is a lack of long-term plan which adjust measures to local conditions; more attention is paid to economic development, with social and ecological benefits being neglected.Aimed at the above issues, the "Six Change" are put forward to perfect the overall plan for land utilization at the county level:(1) Humanization of the planning target: attach importance to planning target which protect public rights and benefits; inherit the planning target of traditional cultural context; Establish green, ecological and healthy planning target.(2) Normalization of planning link:Strengthen the link of the planning at the county level with the superior levels and the subordinate level; enhance the butt joint of the land planning at the county level and the specialized planning.(3) Diversification of the main parts of compilation:Construct the system of the diversification of the main parts of compilation; Practice mode of the diversification of the main parts of compilation; complete the laws and regulations of the main parts of compilation.(4)The multi-programming of the planning compilation:use the harmonious development of the economical, social and ecological benefits as the basic train of thought; construct the multi-programming mode of the planning compilation; the comprehensive benefit evaluation of the planning scheme.(5) Diversification of land prediction:Emphasize the function of residential population in land estimation; adopt "comparative advantage method" to adjust the cultivated land quantity; combine "new construction land scale" and "healthy residential level".(6) Harmonization of index decomposition:Index decomposition should be based on time-space analysis of the social and economic development;The paper does preliminary analysis of land index through the same proportion reduction increase; make flexible adjustment to the decomposed index.Meanwhile, empirical analysis also indicate that "Six Prosperities" analysis model and "Six Changes" complimentary model can solve the some of the practical issues in the previous round planning; they have feasibility and will be helpful to the next round planning.
