On The Improvement Of Our Food Recall System

Food recall system starts from the western developed countries, such as U.S.and Australia.While,China didn't establish it until AQSIQ issued and implemented Regulations on Food Safety Recall on August 31^th,2007 which symbolized the formal establishment of Food Recall Policy.In the past,on the regulation of food safety recall,our country had no special laws and regulations, except for the some related regulations of the Product Quality Law,Food Sanitation Law and Consumer Protection Law.So in some circumstances,better and concrete regulations are urgently needed.This paper points out that for one thing,Regulations on Food Safety Recall is powerless compared to special food recall law,and for another thing,there are some weak points on our recent food recall policy.According to the.comparison between China and other developed countries,conclusions can be made that improvement on monitoring system, detection technology,traceability system and law enforcement are necessary.In recent days,food safety accidents happened one after another which greatly jeopardized consumers' health.Therefore,more efforts should be done on the protection of food safety.Finally,suggestions are given from the following aspects: strengthening government control and law enforcement;establishing perfect food tracing system and recording system;establishing food recall compensation mechanism;improving enterprises' integrity;establishing food security early warning mechanism and enterprises' food recall coordination mechanism;and specify consumer's social responsibility.
