Overall budget management are one of the most widely used tools for planning and controlling enterprises.Most of the metro enterprises is no exception,also.At the same time, metro enterprises in order to change the operating conditions in long-term loss of business and adapt to sustainable development,made the model of the theory about profit " metro work + efficiency return ",and " metro work + property development" model of integration,and the "Three as one" development strategies.The urgent need for the use of overall budget management theory to integrate strategy effective,reduce costs and control of funds,in order to achieve strategic objectives and sustainable development.First,the paper introduces the relevant management theory about overall budget management and integration management,and analyses the shortcoming and weaknesses of the traditional budget method.Second,it analyses and researches strategy structure and service type of metro enterprise,and analyses the need for overall budget management of application, innovative for the establishment overall budget management system in metro enterprise based on integration strategy,analysis of such establishment about overall budget management system and its role in the meaning.Then,use of the financial management,software engineering knowledge, combination of overall budget management theory,use IDEFO diagrams,DFD diagrams and DD introudce needs analysis of overall budget management system in metro enterprise based on integration strategy,in order to budget edit and control andevaluation can be applicated integration strategy successful.Finally,this paper introduce system design of overall budget management system in metro enterprise based on integration strategy.
