With the new round of worldwide industry restructuring and the advancement of liberalization of trade,the proportion of trade in services which account for various countries' trade total quantity will rise,the liberalization of trade in services also already became the world economic development tidal.In order to hold the small space in competition of international trade in services,various countries government formulated the strategy and policy for the purpose of speeding up development of trade in services, including participating and impelling the bilateral or multilateral negotiations of trade in services.Since the 1980s the trade in services has officially become the subject of the multilateral trade talks,the negotiations of trade in services liberalization have become the focal point which the international society pays attention.The international society generally believe that the participation and impetus of multilateral negotiations on trade in services had reflected economic development request under new environment and condition,according with the various countries' fundamental interests,and having the great significance to further strengthens multilateral trading system's function,to promote the global trade liberalization advancement,as well as the global economic development.Firstly this article elaborat the process and the main topics of Uruguay round and the Doha round trade in services negotiations in detail,secondly based on this,choosing six main negotiation sides on trades in services which are three developed countries the United States,European Union,Japan and three developing countries India,Brazil, China,and through researching these six nations' benefit and standpoint in Doha round trade in services negotiations,we find that the United States,the European Union and Japan are the most concerned about the market access negotiations on the services trade, and target the opening up market access to knowledge-intensive industries;while developing countries are more concerned about whether the negotiations reflected the interests of developing countries,hoping to reflect the interests of the developing countries in the issues of the movement of natural persons,the emergency safeguard mechanism and the assesment on the trade in service,China is more focus on the movement of natural persons and the Maritime negotiations in the Doha Round negotiations Finally this paper also puts forward a strategy for China's further negotiations on the basis of above analysis,including the establishment of opening up the assessment system;the in-depth study of the WTO rules on trade in services;the increasement of the development of knowledge-intensive service industries and the establishment of trade security system.
