A Study On Relevant Issues On Recycling Law

The 16^th CPCCC set up the goal of building a prosperous society in an all round way for the first 20 years of 21^st century.The goal includes the following points:strengthened sustainable development,Improved ecological environment,Improved efficiency of resources utilization, promoted peaceful co-existance of human and nature in a bid to get the whole society onto the track of abundant life and good ecological environment.Mr.Hu pointed out at a tea party about human population, resources and environment:we should step up the transformation of economic growth mode integrate the recycling economy into regrional economic development,rural and urban areas building and production to make efficient use of resources.To meet this end,we must stay on the road of sustainable development and new industrialization.In this sense, developing recycling economy is an inevitable choice for implementing the strategy of sustainable development and industrialization.This thesis focuses on law on recycling economy.This thesis consists of four parts.In the fisrt part,the author introduced the definition, characteristices,basic principles and significance of developing recycling economy.The introduction led to a conclusion:developing recycling economy is a new economic growth mode.Compared with the traditional extensive growth mode,it enjoys huge superiority which provides a harmonious development mode by integrating environmental protection and economic growth..In the second part,the author mainly elaborates on the status quo of legislation of recycling economy in China.There still exist many problems for china is still at its early stage of recycling economy.Only can we understand these problems,we can solve them. The third part concentrates on the outline of recycling economy in other countries like Germany and Japan who have their own styles.Through comparing the legal systems,legislation modes and basic law of the two countries,a conclusion was reached after depth analysis in an effort to offer best practice for us to follow.The last part,the main part of the thesis,focuses on how to establish the framework of law on recycling economy.The author elaborated on the legal system,legislation mode and basic principles that we should adhere to while legislating and specific law and put forward the proposals to improve recycling economy in china.
