As an important component of China`s housing security system ,the economically affordable housing has raised a hot debate in recent years. it is agreed that the system is confused by excess house area, non-targeted purchaser and uncontrolled price . This paper argues that to improve the institutional arrangements we should think thorough about many issues such as the planning ,land utility and urban construction management and then search an reasonable practical path to attract more and more social funds.This paper is organized as follows. Chapter 1 ,as the introduction, dispicts the meaning of the discuss and the methodology .Chapter2 is about the theoretical discussion, and we also exhibit policy meaning of carrying out the housing arrangements. Then we recall the evolution of the economically affordable housing system and discuss how it operates at present in chapter 3.We find that urbanization push the housing demand which guarantees the real estate developing profit at the peak. As the result, developers show inactive to take part in the construction of the affordable house thanks to its limited yield. Chapter 4 is a case study. We make a positive analysis in terms of the given technological standards and current price level, concluding that the utility of land for economically affordable housing construction seems under normal ,which put a negative effect on the amount of beneficiary. Chapter5 put up some suggestions in terms of urban planning, developing model ,affiliated financing and supervisory arrangements.This paper attempts to identify the constraints on developing economically affordable houses by taking the Taiyuan situation as case study .We also expect to propose some policy countermeasures helpful for improving its operation.
