Research On The Desire Of Farmers In Guangxi Whether To Participate In The New Rural Social Pension Insurance

For a long time, because of the dual economic structure, the system of urban and rural isolation established, including social security. Due to the deterioration of the social security system and the urban-rural differences, a huge number of farmers will be excluded from the system. With the proposition of urban and rural development strategies, the social security of farmers is growing concerned. With the acceleration of the aging rural population, rural old-age insurance is being put on the agenda. New rural endowment insurance is an important way to achieve Urban & Rural Integration, and an inevitable choice when China became an aging society. It plays a crucial role in maintaining social stability in rural areas, and it will accelerate the process of industrialization and urbanization. The urban-rural dual structure in Guangxi is very clear and the aging phenomenon in rural areas is very serious. With the development process in urban and rural, new rural social pension insurance system in Guangxi has 27 pilot counties (cities, districts) to implement since 2009. In the policy implementation process, it has made some achievements except some inevitable problems.Based on the study of status quo of the new rural social pension insurance in Guangxi, the text analyzes the problems of the new rural social pension insurance in Guangxi combining with the theories about the industry to support agriculture and the efficiency of old-age security. The text emphasizes the study on the desire and factors of farmers'taking part in the new rural social pension insurance. Finally, referencing the experience at home and abroad, the text proposes measures for the actual situation in Guangxi which can improve the new rural social pension insurance system in order to raise the desire effectively.Right now, Guangxi is in the process of urban and rural, especially in the initial implementation phase of the new rural social pension insurance. It is practically significant for accelerating the pace of urban and rural areas as well as improving the new rural social pension insurance in Guangxi.
