Study On The Herdsmen's Cooperative Economic Organization In Inner Mongolia

With the economic development, the risks and drawbacks of livestock production and management had been accumulated continuously. How to achieve a breakthrough in livestock production? Cooperative economic organizations have been given high expectations. Therefore, the study on the mechanism about generation and development of cooperative economic organizations, and exploring the general pattern about the development of cooperative economic organizations in pastoral areas, which have a certain degree of theoretical and practical significance.This paper make transaction cost theory and collective action theory as tools, explain generation and development of cooperative economic organizations in pastoral areas from both demand and supply respects, establish the standard theoretical model of cooperative economic organizations .Take an example of Xilinguole, summe up the history, current situation and existing problems of cooperative economic organizations. On this basis, this paper discuss the logic reality about generation and development of cooperative economic organizations, the cooperative economic organizations is the opportunism of the grass-roots organizations in response to national policy.As a result, the cooperative economic organizations have a rough-house mechanism, and formed a "center-periphery" structure of property, which are potential issues for cooperative economic organizations in sustainable development. In order to solve inadequate incentives which cooperative economic organizations faced, this paper remode the internal operation mechanism of cooperative economic organizations, basing on the principle of residual reciprocity. Finally, put forward corresponding countermeasures and suggestions for the development of cooperative economic organizations .
