Study On Construction Project In "Agent-construction System" Management Mode

"Agent-construction system",a new management mode implemented by the government investment projects,refers to that government selects those specialized and socialized project management units to be responsible for carrying out construction through bidding or any other methods and established procedures for their investment projects,so as to strictly control project investment,quality and construction period and handover the project to user unit after checking and acceptance.The "Agent-construction system" plays a very important role in economic activity of architecture field and in-depth reform of investment system of the country.First,this paper deals with the propose,meaning,origin and theoretical principle of "Agent-construction system" and researches the current situation and main problems of "Agent-construction system" existed in domestic and abroad,then raises the solutions and methods.Among which,it is emphasis on the research of set-upping and perfecting of contract management,project risk management and rules and regulations in "Agent-construction system" management model.This paper analyzes current situation and existed problems of "Agent-construction system" contract management through investigating and researching,raises the measures for perfecting contract management system,establishes assurance system for contract fulfillment and draws up the proposals for contract samples of Agent-construction system.It has provided a valuable reference for employed person of "Agent construction system" when operating and for drawing up contract sample text of "Agent construction system".This paper comprehensively deals with the goal,contents,risk identification, evaluations,risk treatments as well as main risk factors and strategies of specific risk management at each stage in Agent-construction system,together with the theory and suggestion for establishing a risk-prevention system.It is to solve main problems regarding risk management in "Agent-construction system",which is applicable to employed person undertaking "Agent-construction system" management.Through research and work practice,this paper raises burning problems in implementing "Agent-construction system",suggests to setup the law and regulation system and supporting system and to implement the concept of centralized management, and also raises the proposal for building the reasonable control system in "Agent-construction" management mode.It has provided a valuable reference for improving law and regulation system in "Agent-construction system" mode.
