Real estate investment projects are large in scale,long-term,multi-link,is a high-yield,high-risk coexistence of economic activity,Many of the uncertainties that exist in the whole process of projects lead to the uncertainties of the decision in the development process so that the investment are of great potential risk,particularly at this stage in our country,the development of the market is still not perfect,policies and regulations are defective,credit and market information are inadequate which bring greater risk to the investment in construction projects.This requires real estate developers be fully aware of the risks involved in the case in the project development and adopt scientific analysis of the ways and means to make the right decision.The paper presents simple exposition of the concept of risk,the risk of construction projects and risk characteristics of the formation process and on the basis of which to identify risk factors and classify the various risk factors in the process of real estate development,then make qualitative analysis,on this basis and combine the Urumqi Railway Bureau residential projects establish the risk evaluation index system of Urumqi Railway Bureau residential construction project and apply comprehensive evaluation of real estate development approach based on the Delphi's theory of gray to evaluate the risks in the development of the project according to the comparative results of the evaluation and risk score scale to analyze the risk of Project development level,and raise the risk prevention measures,efforts to keep the risk down to the most item at the end of the project to ensure the smooth completion of the development work.
