Study On The Tender Of The Large Metallurgical Engineering Construction Projects

The features of large Metallurgical construction projects,such as large investment, long construction period,complicated process and the large civil engineering and equipment installation,decided we always carry on bidding in the preliminary design stage or when just started construction drawing.The question,such as how to organize tender documents and quantities,which valuation model to adopt and how to evaluate, has become the urgent problems of China metallurgical construction.When introducing the origin,the course of the development at home and abroad and the status quo of the construction project bidding system and CM contracting methods,this article describes in detail the development of the domestic bid and tender according to different time,especially the related laws and regulations of biding.A brief description of the implementation of BOQ tender and tender agent system which are a hot in market reforms recently are following.After that,this paper analyzes the organizing background of the "construction of the metallurgical industry BOQ pricing rules",characteristics and the difference with the "construction project BOQ pricing norms" simply.And then it expatiates on the metallurgical construction project's main steps,including the preparation of tender documents and BOQ,price-cap,bidding returning analysis,etc.Combining the fact happened in the tender of Baoshan Iron and Steel Company metallurgical engineering construction projects,this paper analysises the possible problems of metallurgical engineering construction projects bidding,such as unbalanced pricing,competition,less than the size of the tender,a mere formality tender and the lack of supervision,and then puts forward specific measures and proposals,such as employing formal supervision and agency institutions,attracting more construction units to bidders,making the relevant staff sign a confidentiality undertaking before bid opening and bid evaluation,using the method of Comprehensive Evaluation of scoring to determine the eligibility of tender and successful tenderer,and specifying the tender documents.Making use of game theory,it analysises the illegal act of together-conspired bidding,and then advances some suggestions according the final balanced solution, such as increasing the good faith deposit amount of bidders,setting up a special inspection departments,training the supervisory staff.All of these measures and proposals mentioned above are aimed at dealing with the matter of metallurgical engineering construction tender reducing the illegal acts of the parties during the process of bidding,hoping to regulate the metallurgical projects tender further.
