With the increasing investment on the modern construction projects in our country, the characters of them are: large-scale; strong-specialization; complexity; multi-invest. The intrinsic management models with the character "four aspects as a whole" don't fit the need of modern project construction. Therefore, it is greatly necessary for us to build a kind of high-efficient management model in order to solve the actual problems in the process of projects construction, enhance the level of management, and improve the benefit of construction.Therefore, this paper starts with the point of view of system-economy, analyzes the problems existing in the traditional administrative systems and explores the innovations of agent construction system on the basis of old management systems. Based on the principal-agent model, the thesis demonstrates the efficiency of this new system and discusses such correlative problems surrounding the academic analysis of agent construction system. Aiming at the existent problems during system's application, the implement key to "how to choose agent enterprises" is discussed in depth. Proceeded with admittance qualification of agent enterprises, an evaluation index system of management companies is set up and the advantages that project supervision enterprises take on the role of agency construction are analyzed. The feasibility from supervision enterprises to agent enterprises is argued and planned about how to realize transformation.In addition, the issues are studied about the implement instances. In the end, this paper makes full use of the achievement that Shanghai City applies agent construction system in the process of municipal projects, to approve the validity of this new management system.
