At the same time, as the difficulty of governmentpublic finance, the social security system of landless-farmers in less-developed regionskeep absent, they become a group of social edge minority community, became the hugeunsteady factor of our country social stable. Therefore, the research on the social securitysystem of landless-farmer in less-developed regions is urgent and important for resolvingthe problems of landless-farmer.This text took NanChang in JiangXi province as the sample of less-developed regions,and WenZhou in ZheJiang province as developed regions' sample. Through a deepinvestigation, the text expounded the actual social security state in this two areas. Then thistext revealed the universalism and particularity of social security in less-developed region sfrom a contrast analysis between the two areas. Finally, through the analysis of thedifficulties and superiors on social security system and domestic and internationalexperience, this text put forward the ways to resolve the problems of social security, andbuild up the social security system for landless-farmer in less-developed region.Through this research we discovered that, less-developed region and developed regionhave distinct differences in the income source, expropriation compensate and socialsecurity system etc, and the differences of economy and social characteristic, governmentand landless-farmer between the two regions are responsible for it. From the experience ofthe developed region, the diversification and leadings of compensation forms, strengthenthe development of the folks economy, speeds to perfect the lawmaking of social securitysystem, enhance the building of organization, attach great importance to propagandizesocial security policy can use for reference in the constitute of social security in theless-developed region. Owe the less-developed regions exist three greatest antinomies inthe aspects of the landless-farmer social security, such as capital indraught and theexaltation of land price,raise technical ability of landless-farmer and economydevelopment,the characteristic of landless-farmer and developing folk economies; at the same time, the less quantity of landless-farmers,low expectation,low standards of thelowest life and lowest wages in less-developed regions are its advantages. The social andeconomy characteristic determines the less-developed region can't copy the social securitymode in developed region, and should choose its own way, attach most importance to thehousing settles and technical ability training, take employment promotion for core, formthe diversified policy of money raising outlet,scientific mechanism of social security fundmanagement, build up the social security system mode focus on certain emphasis andfollow certain order,low-level and multilayer.
