Establishment Of Social Security System During The Construction Of Socialist New Countryside

The establishment and completion of rural social security system not only determine the social stability, but also influence the economic development. Now in China, the research on this issue fails to connect the current situation of rural social security system with the reform, and puts emphasis on the study on social security in the cities instead of in the countryside, thus lacking adequate understanding of the necessity to establish a complete rural social security system. Therefore, it has more significance to conduct research on this issue in the new historical background. This thesis proposes that the emphasis of social security system should be put on the countryside. It conducts profound analysis on the problems existing in the construction of rural social security system in recent years and puts forwards measures to solve them. Meanwhile, the thesis proposes not only the development mode that the rural social security system should follow at present and in the future from the macro perspective, but also the mode of aging insurance, medical insurance, assistance which fits China's countryside on the basis of development situation in most of the countryside. That is, the thesis discusses about this issue from both the vertical perspective (i.e., different periods of time) and the horizontal perspective (i.e., different regions in the same one period of time). This thesis is divided into five chapters.Chapter one is "Analysis on the Basic Theories of Social Security". It expounds the connotation, content, and function of the social security and the rural social security, laying theoretical foundation for the study on social security in China's countryside in the next four chapters.Chapter two is "Current Situation of the Rural Social Security in China". It reviews the four evolution phases of rural social security since the foundation of China, studies the current situation and the existing problems of the development of rural social security, and further analyzes the reasons for the problems.Chapter three is "Necessity for Establishing Rural Social Security System in China". It deeply analyzes the necessity for China to develop and complete the rural social security system from the three aspects of current situation of China's countryside, social effects, and economy.Chapter four is "Countermeasures for Establishing Rural Social Security System in China". It explores the countermeasures for establishing rural social security system from eight aspects, which include①renewing people's concepts and strengthening their awareness of social security;②conducting scientific planning and clarifying the goals and measures for establishing rural social security system;③developing rural economy and increasing farmers' income so as to solve the problem of rural social security thoroughly;④reinforcing the implementation of minimum living standard system in the countryside;⑤speeding up the establishment of medical insurance system which takes rural medical insurance and new type of cooperative medical service as its core;⑥solving the aging insurance problems of farmers;⑦adopting effective measures to enhance the social security system for migrant rural workers;⑧enhancing the legal system so as to accelerate the establishment of legalized rural social security system.Chapter five is "Establishing the Mode of Rural Social Security System in China". From the holistic point of view, the last chapter proposes the social security mode that should be established in China's countryside at present and the changes which the mode might have as it develops along with the economy. The chapter elaborates on the proposals from the three aspects of principle, conception, and feasibility analysis of establishing the mode of rural social security system. In addition, aiming at the economic development situation in the provinces in Central China, this chapter puts forward the concrete mode which is suitable for their development.
