In this paper, by using of Institutional Evolution Theories, author sets forth a new taxi operational right transfer regulation that basic on Wenzhou model after analyzing the domestic reform of the taxi industry. This paper is divided into five parts:First, introducing the basic status quo of taxi industry, as well as the the research results on control of the taxi industry at home and abroad. The second, by introducing the situation of the oversea, the pioneer's basic factors of the taxi industry reformation: between Suzhou model and Wenzhou model's differences while before and after the reformation. The third, Use of the principle of the new institutional economics analyzing the economic efficiency of the new regulation of operational right's transfering. The paper regards the new regulation as a "commodity", that means it will analyse it according to demand and supply. The demand included four aspects those are the externalities, economies of scale, risks change, transaction costs. The supply included three aspects those are the new system environment, technology changes, organizational changes and the knowledge for conducting. Tthe fourth, Proposing the steps of the implementation. Should be made the mandatory system changes and the induced institutional evolution in a combination, and then plan to carry it out step-by-step. The last, making a conclusion that the new regulation must have the principle that should be paid on the transfer and transfer by single. Only by this can we garantee the healthy development of the taxi industry.This paper aims to analyze the regulation of taxi operational right transfer, then proposes a new regulation that can operate with the law of the market smoothly, and solves the fundamental problem of the taxi industry development by institutional evolution. The former regulation must be replaced by a new regulation which is lower-cost and higher-efficiency.
