Taxi penetrates into the public daily life, and has become a common mean of transport. The taxi industry has grown strong, and always accompanied by government controls on the industry. The contradictions of this industry exposed gradually. The taxi drivers’ strike, the streets of the "black" taxis, and the trap enforcement indirectly caused. The article analyzes the reasons for these phenomena, and the taxi industry model in our country. The necessity and proportionality of government control to the taxi industry are studied with using of the theory of government regulation. Legal and government regulation can not be arbitrary, and they have to comply with the objective law and the market mechanism.This article contains five parts.Part one contains the several questions of the taxi industry, and string then together briefly. Two main models for the taxi industry, the company model and the individual model are discussed in part two. The two models have something in common in the government regulation, and something different in the right to operate. The key to taxi industry is the control of number. Part three discusses the relationship of the market and the government regulation, as well as the relationship of the regulation and the freedom of human act, with the theory of government regulation. In part four, two examples are given which we may learn something from, the reform of New Zealand and New York. The last part gives several advices about taxi industry in our country, according to the theory and foreign practice, combined with China’s actual situation.
