With a long history of taxi generation and the social economic development, taxi industry has thrived in China, especially in the first-tier cities such as Guangzhou, which tops over other cities in terms of vehicle scale, vehicle conditions and service level, but it doesn’t mean the existing problems in the taxi industry of Guangzhou can be ignored. Under the access, quantity and price control of competent government department, taxi drivers are subject to benefit losses at the bottom of "Food Chain"; meanwhile, the people and service-oriented management model fails to be carried out against a background of constructing service-oriented government. From the perspective of the competent department of Guangzhou transportation, the essay mainly focuses on the problems of improper management of taxi drivers, far too broad management scope, limited management methods as well as insufficient social supervision; By using the method of comparison and analysis of existing literatures, it tries to find out the existing research shortcomings, absorbs the achievements of existing research and forms theoretical guidance for the existing problems; At the same time, carry out spot investigation of taxi industry government department management personnel, taxi company management personnel and taxi drivers to collect the first hand information of the industry status. Under the guidance of government regulation theory, service-oriented and people-oriented government theory, the essay tries to raise the solution for the existing problems on the management of taxi drives and provide reference for the decision-making government department to formulate the next-step work plans.
