Research On Farmers' Participation In Land Consolidation

China is a country with a large population and relatively little land. The inadequate arable land reserve makes the contradiction between man and land very prominent. Land consolidation is an important content of the agricultural infrastructure construction. It is a valid measure to raise land quality, increase effective arable land and realize the dynamic equilibrium of cultivated land. It is also one of the important measures to enhance the level of intensified utilization of land and optimum allocation of land resources.Weifang, a prefecture-level city of Shandong Province, is located in central Shandong Peninsula, with a total area of 16,000 square kilometers, a population of 8,500,000, the cultivated area of 11,760,000 Chinese acres, or 1.38 Chinese acres per capita, which is below the national average. With the enactment and implementation of the Law of Land Administration of the PRC, this city vigorously promoted land consolidation work, attaching much more attention to farmers'participation. However, because land consolidation started late in our country, there are few researches on farmers'participation in land consolidation at present, while the policies and measures for farmers'participation are not perfect and still in an exploratory stage.Based on the in-depth analysis of the present situation, function and significance, existing problems and restricting factors of the farmers'participation in Weifang land consolidation practice, this thesis argues that farmers are the master of the land, and land consolidation should mainly serve the general grass-root farmers, without those participation, the land consolidation project will inevitably be of low benefit and unsustainable. Research and investigations should be done on ways and methods of farmers'participation in accordance with related law, regulations, and policies, and under the guidance of participatory concept and the"people orientation"view of scientific development. According to the characteristics of the land consolidation project, the thesis proposes suggestions on how to perfect the legal system for land consolidation, create new working mechanism, strengthen farmers'participation, promote the healthy and sustainable development of land consolidation cause and build a new socialist countryside. This research has important instructional significance to enrich the theory of farmers'participation in land consolidation, guide and regulate their practice.The thesis mainly concludes as follows:1. The farmer is the owner of the collective land, only with farmers'direct participation and management in land consolidation process, can all the farmers'resources be integrated and developed efficiently to make land consolidation play a good role.2. The farmers'participation in the land consolidation must be under the guidance of participatory concept and the"people orientation"view of scientific development, through establishing and improving the relevant regulatory and legal system, thus determining farmers'status, function, responsibility and economic interest in land consolidation so as to provide institutional guarantee for them. Meanwhile, it should be linked closely to the building of a socialist new countryside, attach importance to the property right adjustment of land consolidation, and guarantee farmers'interest in order to achieve the institutionalization, standardization and legalization of farmers'participation, by which the land consolidation cause can achieve sound development.
