Study On Mechanism Of Public Participation In Land Consolidation

Took governance theory as the key theory, the paper conducted the systematic theoretical analysis for land consolidation public participation, based on the relevant knowledges and theories about institutional economics, management, and behavioural science. Referred to the current situation of land consolidation public participation, the paper revealed the proplems and its causes, and then proposed the thought and direction of constructing the mechanism of land consolidation public participation. Through the case study of land consolidation project areas in rural Henan province which is the major grain producting areas in China, the paper analized the characteristics and influence factors of famers’ hierarchy needs in land consolidation, the behavioral logic of farmer’ participation, and proposed the path of negotiating participation with rural social organization in land consolidation from governance angle. For solving Last mile problem in land consolidation and providing the basis of perfecting system and mechanism of land consolidation, it optimized the opertation mechanism, role definition and its function, constructed preliminary basic framework and designed system of land consolidation, for improving social governance in land consolidation and realizing the civil society. The conclusions as follows:(1) A serious shortage of public participation is the primary cause of Last mile problem in land consolidation. The major problems included farmers’participation lack of motivation, platform and institutional assurance, which were caused by neglecting farmers’needs, low-organized and vacancy of public participation mechanism of land consolidation. Therefore, it should be build public participation of land consolidation from the way of improving farmers’ participation, setting up platform and designing system.(2) Farmers’needs presented hierarchical and differentiated features in land consolidation, included improving farming and living conditions, transferring their farmland, and participating land consolidation. Some farmers not only had needs on one hierarchy, but also on two hierarchies above, and the difference in selecting hierarchy of needs existing among the farmers in different locations and different stage of their land consolidation project. The factors which had effect on selecting hierarchy needs of farmers contained personal characteristic, household characteristic, village characteristic and cognition characteristic,and the significant impact factors had different effect on each needs hierarchy.(3) Behavioral Intention, which was affected by farmers’ needs, attitude, subjective norm and perceived behavioral control, had effect on farmers’ participaton behavior in land consolidation. Through the common factor extraction, the factors had effect on behavioral intention, included training ability and efficiency, preventing corruption and enhance solidarity, optimizing design and improving quality, needs for improving conditions and participating, internal specification, external specification, support&participation and resource endowment. It had a significant correlation among fanners’ needs, behavioral attitude and perceived behavioral control, and showed that the fundamental motive of farmers’participation is farmers’ need, but the positivity of farmers’ participating behavior also was affected by the factors of cognition and identity degree, policy for land consolidation participation, platform and institutional support.(4) The realization path of constructing platform and improving organizational degree of farmers’ participation in land consolidation is negotiation through rural social organization. And it is refected in the ability of rural social organization in integrating farmers’interests and solving land consolidation disputes, In order to motivating rural social organization, it should be take rural cooperative and other collective economic organizations as the interests’community for integrating farmers’interests, and restrain individual behavior by informal institution and norm of rural social organization through cultivating rural social capital. On this basis, promoting farmers’ participation in land consolidation as the form of cooperation.(5) According to the characteristics of land consolidation in different scales, the operating mechanism of land consolidation should be transform from top-down to combination of government and farmers. That is, the operating mechanism of land consolidation above county adopts government-leading, and the farmer-leading for below. Rely on the target and orientation of land consolidation public participation; it should be design for public participation system from the aspects of organization form, participation way, key links and content. Specifically, village organization or rural social organization can be as the platform for public participation. Project approval system should be carried out in proposal stage, and the agriculture managing body such as farmers, family farmer, and agricultural enterprise which have needs for land consolidation can present application to land consolidation centre through village organization or rural social organization, then define and implement if the application passed, In order to ensure engineering quality, government should entitle the farmers participating acceptance with experts of land consolidation centre in the stage of completion acceptance.
