Study On The Performance And Mechanism Of Farmer’s Participation In Construction Supervision Of Rural Land Consolidation Project

As an important means of increasing effective arable land, improving the quality of cultivated land, agricultural production conditions,and ecology environment, rural land consolidation has made a significant contribution to improving the land utilization rate and promoting rural development, become the focus of the society. But, more and more problems have been exposed with the rapid development of rural land consolidation, such as unreasonable planning and design, poor quality, non-standard capital use, etc, seriously affected the function and benefit of rural land consolidation, one of the main reasons is the lack of public supervision mechanism. Therefore, studying the situation and effect of farmer’s participation in construction supervision of rural land consolidation project has important significance for improving the construction supervision system and mechanism of rural land consolidation.This article uses the game theory and the theory of transaction cost to analyse the performance of farmer’s participation in construction supervision of rural land consolidation project from the theoretical leve, then, analyzes by using the survey data, in the end, make initial design to the farmer’s participation in rural land consolidation project construction supervision mechanism. The conclusions are as follows:(1)Farmer’s participation in construction supervision of rural land consolidation project can improve the quality of the project. The main reason of poor quality of current rural land consolidation project is that it is very difficult for the owner to supervise the contractor and supervisor, because of they have the information advantage, leading to the illegal construction and ineffective supervision, it is too easy for the contractor and supervisor to form the collusion. Farmer’s participation in construction supervision can improve the probability of illegal construction and ineffective supervision to be found, to prevent the formation of collusion, and improve the quality of the project.(2)The current construction supervision system is a kind of system that combining the professional supervision and government supervision, the farmers are excluded. The transaction cost of the current construction supervision system mainly includes the cost of supervision bidding, contract signed supervision, the execution of the contract and owner’s supervision; the transaction cost of farmer’s participation in construction supervision in addition to the four charges, also includes the cost of farmer’s participation.(3)Farmer’s participation in construction supervision system of rural land consolidation project can reduce the transaction costs of owner and supervisor, increase the supervision cost of farmers in a certain extent, but the total transaction cost reduced. So, farmer’s participation in construction supervision system of rural land consolidation project can reduce the transaction costs and gain higher supervision efficiency compared with the current construction supervision system. Therefore, in the current rural land consolidation project construction supervision system, encourage farmers to participate actively in the project construction supervision not only can improve the construction quality of rural land consolidation project, but also can improve the operational efficiency.(4)The form of organized for farmer’s participation in construction supervision system of rural land consolidation project are more efficient. Farmer’s participation in construction supervision can make up for the defects of supervisor are not familiar with the environment and the shortage of supervisor, but the excessive number of farmers in a decentralized manner to participate in rural land consolidation project construction supervision, will increase the transaction costs and the difficulty of organization and coordination, reduce the efficiency of supervision. The farmers’ organization established by themselves can greatly reduce the transaction costs and gain higher supervision efficiency. Therefore, we should encourage all countryside to set up farmers’ organization on behalf of the interests of the majority of farmers, such as "Farmland protection association","association","agricultural cooperatives" etc, and to strengthen the technical guidance and training, let farmers’ organization participate in construction supervision of rural land consolidation project to promote the efficiency of rural social governance.
