Research Of Strategy For Development On Further Deepening Agricultural Cooperation And Exchanges Between Zhangzhou And Taiwan

The cooperation of agriculture between Taiwan and Zhangzhou has a long history. As the Certain Opinions on the State Council's Suppprting of Accrelating the Economic Region of the West Coast of Taiwan Straits was introduced, how Zhangzhou will further deepen agricultural cooperation on Taiwan at the existing basis and results is of great practical significance and profound historical importance on creating across-straits economic region and promoting national reunification.Since the reform and opening policy, trying, awakening,developing and promoting are the four stages that the agricultural cooperation of Taiwan and Zhangzhou have experienced.And now the following six modes have been formed: the mode of agricultural economic and trade cooperation, the mode of farmers'producing and marketing cooperative, the mode of direct investment, the mode of scientific staff exchange,the mode of cooperative investment and the mode of making use of Taiwan distribution channels. Garden stuff and forest product processing have become the hotspots of investment. Remarkable cooperative results have been achieved, which not only extend the space of development of Taiwan agriculture and promote the switching and upgrading of Taiwan agricultural structure, but also optimize and upgrade Zhangzhou agricultural structure, speed up the proceeding of industrial agriculture, enhance the quality safety level and the competitiveness of Zhangzhou farm products., improve the specialization of farmers and finally achieve the increase in production, surpluses and farmers'income.There are also some negative factors for agricultural cooperation between Taiwan and Zhangzhou. The original investment advantage of Zhangzhou is reducing; there is a lack of ability to make further advances for undertaking Taiwan agricultural industry on carrier construction, such as experiment area. What's more, the limitation of Zhangzhou's own resources; the lagging of the present clearance policy for farm products; the awaiting to be solved financial support; the imperfect commercialized service; and the overall backward construction of agricultural commodities market system.Therefore, Zhangzhou should meet the challenge actively and take strong measures to further deepen the mutual cooperation. Firstly, promote the construction of the agricultural cooperation carrier in the both two sides. Zhangzhou should increase the support funds to Taiwan Farmers'Pionner Park and the Collecting and Distributing Centers of Processing of Aquatic Products, improve the constructure of infrastructure and supporting facilities, optimize the investment environment and do the follow-up job of attracting investment well. Secondly, create a supply base of high quality food together.Zhangzhou should admit the unity removal of Taiwan food industry initiatively, adopt flexible ways such as receiving orders in Taiwan and constructing bases in Zhangzhou, divide work scientifically, and extend international market together. Thirdly, build distribution and transfer port of agricultural products for both sides. Zhangzhou should build a Across-straits Big Market Complex of Agricultural Products, and make efforts to develop logistic distribution center of high quality food,in order to transform Zhangzhou into the main supply base of certain live and fresh Taiwan agricultural products, the base of entrepot trade on Taiwan and the favorite choice of processing supplied material for export. Fourthly, strengthen the external competitiveness for regional economics. Zhangzhou should encourage and give priority to the development of the strong complementary industries, and shift from area directed to industrial policy directed. Thus industrial corelation effect will be formed and industrial agglomeration will be widened. Fifthly, strengthen the across-straits economic and trade cooperation and exchange, simplify the procedure of customs on Taiwan, urge the normalization of Zhangzhou agricultural products'exhibition to Taiwan, promote the mutual interaction of across-straits exhibition industry of agricultural products. Sixthly, establish a center to introduce, research and develop high quality seeds, make the Across-straits(Zhangzhou) Agricultural Park of Good and New Varieties and seed industry grow bigger and stronger. Seventhly, promote the across-straits agricultual and scientific cooperation and exchange, first start mutual recognition system of across-strait agricultural products. Eightly, improve the organization of farmers,solve the contradiction of small-scale production and large-scale market. Ninthly, make efforts to develop leisure agriculture to foster a number of corporate champion of sightseeing agriculture.Besides, the writer suggests that the model of the special economic zone should be used to establish national level Taiwan-Zhangzhou Agricultural Cooperation Zone, strive for national preferential policies and have a go at enhancing the advantage of utilization of overseas funds, growing bigger and stronger Taiwan farmers'platform of establishing a business, solve the problem of resource constraint, simplify the procedures of approval, find a clue to the problem of finance support and so on.
