In the world today,service industry and service economy has become more and more important in the national economy and international economic relations. Tertiary Industry today is not only playing an important role in economic growth, but also an important symbol of modernization and social civilization level.It's the inherent requirement for the National economy developing sustained and healthy to increase the proportion of Tertiary Industry and vigorously promote the development of service industry.As a new industrial city,Wuhu city keeps a high-speed economic growth, especially his Industrial Economy growth which keeps 20 percent per year. However,the Wuhu city in the development of the service sector is lagging behind. The service sector accounts for the proportion of GDP is lower than the national average level.In order to speed up the development of service industry,we must find out the problems exist in Tertiary Industry,be sure of the Interaction between Industrial Economy and Service Industry.What's more we also need to find out the driving force for the development of service industry and give policy suggestions at last.It not only a Theoretical issue,but also a significant practical problems.This article on the basis of introducing the theories of the Domestic Industrial Structure deeply analyses the development level of service industry and the industry structure.From different aspects,such as economic level,the development scale,the development speed and so on,discussed the problems existed in Service Industry.Then the paper sets up a set of assessment index system of regional tertiary industries.Using the methods of factor analysis,comparing the tertiary industries levels of Wuhu City with that of cities which lie in Anhui Province and the Yangtze River Delta region cities,we get the conclusion that the tertiary industries level of Wuhu City was obviously lag behind the secondary industry.At last we give out the next Policy recommendations:1) Carry out the Service Development Catalog.Find out the direction of service development.2) Deepen the reform of the Services system and make a Good environment for the development of Service Industry.3) Carry out related support policies,Promote the development of service industry4) Actively support the development of Service business.
