To implement the spirit of General Secretary Hu Jintao's instructions, Anhui provincial government attaches great importance to scientific and technological innovation and works hard to build innovative Anhui, with the scientific development concept as a guide. To promote the construction of independent innovation comprehensive reform pilot area of Hefei-Wuhu-Bengbu, Anhui Province is set up the Leading Group for pilot area, with the Provincial Party Secretary Wang Jinshan and Wang Sanyun governors as the leaders. Since the pilot area has been completed, the achievements are obvious. It points out the clear development directions of Anhui.The pilot area of Hefei-Wuhu-Bengbu has rich innovation resources. It has many famous colleges and research institutes. Industries have emerged a large number of advanced models of independent innovation. These colleges, research institutions and enterprises play an important role in the building of the pilot area. But there are several issues existing in present status of science and technology innovation information service:information service level is not balanced, lack of information resource integration, information sharing awareness is not high, etc. If the state exists for long time, it will not only fail to promote the level of scientific and technological innovation in pilot area, but also will have a negative effect.This paper aims to solve the many problems of science and technology innovation information services existing in the pilot area of Hefei-Wuhu-Bengbu. In the literature review section, it analyzes much knowledge about the regional innovation, technological innovation, independent innovation, information services, etc. And it summarizes by many points. Based on the actual situation and characteristics of science and technology innovation information services in Anhui Hefei-Wuhu-Bengbu pilot area, the analysis of the general pattern for scientific and technological innovation information service, and the reference of domestic and international successful models of scientific and technological innovation information service system, body of the paper constructs the framework for Hefei-Wuhu-Bengbu pilot area information service system with a detailed analysis of the contents.In this paper, the basic concepts of the framework are:Chapter 1 analyzes the importance and urgency of independent innovation in Anhui from the theoretical background, historical background and research significance, etc. It explains the purpose, the methodology, the ideas, the content and the innovations of this research. It has a comprehensive analysis of research on independent innovation and information service system from both domestic and foreign scholars, which lay a good theoretical basis for the following writing.Chapter 2 gives the definitions of Scientific and Technological Innovation and Science and Technology Information Service, analyzes the basic pattern of scientific and technological innovation information service system, and explains the details from structure and platform construction. It lays a theoretical foundation for the study of Chapter 5.To help the writing, chapter 3 analyzes definitely the success cases of domestic and foreign scientific and technological innovation information service system, and discusses their mode. There are Silicon Valley, India, Tsukuba, South Korea Dade, Beijing Zhongguancun, Shenzhen and Shanghai Zhangjiang.Chapter 4 deeply and detailed analyzes status quo of the information service in Hefei-Wuhu-Bengbu pilot area, and points out three main issues:the lack of development time and core competence; low sharing ideas and degree of resources integration; scarcity of high-level personnel and staff. Firstly, it investigates the respective information service levels of Hefei, Wuhu, Bengbu City. Secondly, it explores the cooperation of information service between the three cities. Finally, it takes the method of field distribution of the questionnaire referring to enterprises, universities, research institutes in Hefei-Wuhu-Bengbu pilot area and gets part of the data about scientific and technological innovation information service in pilot area. Based on these investigations and data, this paper shows its level of information services.Chapter 5 detailed and specifically describes the construction of Hefei-Wuhu-Bengbu pilot area information service system. It aims to build the network service center based on the present situation. In addition to have the resources in pilot area, the center also has a professional expert team and strong global network resources. They can ensure the reliability and diversity of scientific and technological innovation information resources. Sub-centers are equipped with staff engaged in information processing. They will ensure the uniformity and standardization of information resources and help users to communicate with center very well. As the focus of the study, this paper deeply analyzes the service objects, main functions and services of information service platform in Hefei-Wuhu-Bengbu pilot area. The service objects include Government, enterprises, research institutions, colleges and universities. The main functions are user management, resource integration and certification, information retrieval, information release and personalized service. The services the platform provides includes scientific and technical literature, the transformation of scientific and technological achievements, intellectual property rights, scientific instruments and equipment, scientific and technical professionals. |
