Logistics practice of developed countries in the West, is the third source to reduce the cost,is a tool to improve service levels. The logistics industry as an important part of a modern economy and an integrated service model in the process of industrialization, rapidly developed in a global scale.Logistics outsourcing as a business to improve the speed of material flow,save logistics cost and reduce the backlog in the way of effective means of funding, has been rapidly developed at the global level currently. However, the logistics outsourcing be able to benefit both sides of supply and demand. But in practice, the logistics outsourcing is difficult, logistics activities'failure may be due to the process of its implementation or some of the difficulties accidents, but it is most likely rooted in the outsourcing decision-making inappropriate.According to resource-based theory, logistics outsourcing is a strategic choice, which can make up for enterprise resources and capabilities in the logistics defects.Logistics outsourcing enterprises can reduce the logistics equipment,logistics management and capital investment of the Logistics operation,so the limited resources can vote in the core??petencies and core business.Enterprises can make full use of third-party logistics resources,significantly reduce logistics costs and improve operational efficiency and customer service levels, and enhance the profitability and competitive advantage.This article is based on the resource-based theory of the logistics outsourcing decision-making research,are standing on the perspective of resource-based theory to study the problem of logistics outsourcing decision-making. Through the analysis of the resource-based theory to expound resource-based theory of the relationship between outsourcing and logistics, to expound the basic mechanism of logistics outsourcing,the factors impacting the outsourcing logistics,the selection of logistics model. The author think that the enterprise logistics outsourcing decision-making should be a phased process of analysis and set up a three-stage model. First of all,on the resource-based opinion ,to analyze the logistics capabilities whether or not there is gap, if the enterprise has a gap ,it should select to outsource,otherwise select to operate itself. Then analyze logistics outsourcing whether or not is in line with the business development strategy,if it is in line with the it ,should select to outsource. The third phase is to use AHP in decision- making on economic factors. At the conclusion of research results of the evaluation of domestic and foreign suppliers,author will from the level of service, price, technology and controllability, four criteria to evaluate the suppliersThis study was to do some analysis on the basis of resource-based logisticsoutsourcing, to deeply study the logistics outsourcing decision- making,the conclusion has a certain reference to the strategy of enterprise logistics outsourcing decision-making.
