As the world economics grows and the internet spreads day after day, products renew faster and the cycle get shorter, corporations are facing more dramatic competition. In order to fit the faster reform of technology, face the challenge of the economist of knowledge era, a lot of corporations become actively to reform and innovate their organization and the way of management, try to make the corporation soft, compressed and dummy. Human resource management outsourcing is one of the new styles of management based on such background, to help corporations improve their efficient and get the advantages of competition.Human resource management outsourcing is a decision-making of investment. Before investment, corporations need to think over which part of the human resource management fit to outsource, such as human resource plan, recruiting, training, payroll, performance assessment and employee relations, and analyze the cost, the company which may take the outsourcing service, the risk, the safety and the profession of the outsourcing company. This thesis establishes the module of investment decision-making based on the error eliminating theory, in order to offer one tool to analyze human resource outsourcing.The thesis firstly analyzes the items which fits to outsource, including affairs agent, recruit outsourcing, training outsourcing, payroll outsourcing and human resource information system outsourcing, secondly points out the benefits that companies will get, such as leaving the management more time to fix their energy on the stratagem, getting more professional service, reducing the cost and reducing the risk of management, and thirdly points out the risks that companies may face when they outsource the human resource, such as choosing the wrong corporation, employees resigning, secret information leakage, culture shocking, hard to exit and not easy to change the context of service.According to the advantages and disadvantages of the human resource management outsourcing, the thesis establishes the object system of investment decision-making in human resource management outsourcing, including the set of condition, the set of result, the set of inhere function, the set of objective function and the set of relations. Then the thesis establishes rules system to assess the object system. Based on the object system and the rules system we can establish the module of human resource management outsourcing, and analyze the investment of human resource management outsourcing.Finally the thesis explains how the investment module works by giving a case of payroll outsourcing.Human resource management outsourcing will be the important trend in the corporation development in the further, so it is important for us to establish and perfect the investment module of human resource management outsourcing, in order to help corporations to invest more logically.
